Job Specifics
Duties Description The incumbent of this position will be assigned to the Local Assistance Voucher Unit. The duties of the position will include, but are not limited to:
• Responsible for the oversight and management of the Voucher Unit for processing of vouchers for state and federally funded local assistance contract, unencumbered funds and other state agencies; monitoring the fiscal administration of payments made against contract encumbrances; oversight of encumbered voucher payments; resolve voucher processing issues; and interact regularly with control agencies.
• Supervision of unit staff, including Contract Management Specialist 1s.
• Compile Voucher Unit performance measures. Review the data, oversee corrections of any errors or omissions, and search any data anomalies.
• Develop and monitor Cash Ceiling/Cash Flow Plans for the Aid to Localities Appropriations.
• Provide technical assistance to grantees and DCJS staff regarding internal and control agency rules, regulations and requirements for voucher processing.
• Respond to and assist in information compiling for audits to include but not limited to federal, OSC and internal audits.
• Responsible for the oversight of the MWBE review of vouchers submitted from grantees for contracts having an appendix M. Compares contractual requirements for discretionary purchases against DIF attached to the voucher. Confirms that the grantee met their established MWBE goal percentage.
• Responsible for the oversight of the Final Audit Recoupment process. Upon the receipt of the final audit letter from the Audit Unit, the grantee is contacted (First 30 day notice) requesting repayment plan or payment. Information is entered in to tracking log and information is documented and updated through process including processing of repayment by staff members.
• Assist in the completion and oversight Refund of Appropriations and Credit Memos as appropriate.
• Compiles data and completes the Agency’s quarterly AFRP report submission.
• Oversee voucher close out activities. Ensure activities are performed in timely manner, minimize loss of funds, and maximize available resources for state and federal funds.
• As part of the DCJS Finance team, assist with the Agency’s transition to the Statewide Financial System (SFS) as well as participate in Lean processes when identified. Identify business needs, review proposed solutions, identify any gaps and ensure subordinate staff are engaged to do the same. Evaluate new phases and impacts to business processes, identifies and implements changes as need.
Minimum Qualifications Permanent service in this title, or one year of permanent competitive or 55b/c service in a title SG-21 or higher and otherwise eligible for transfer under Civil Service Law, or a reachable score on the Civil Service eligible list for this title.
A permanent appointment may be possible pursuant to Section 52.7 of the Civil Service Law if there are three or fewer current DCJS employees with one year of permanent competitive service as Contract Management Specialist 1 interested in this position.
