Job Specifics
Duties Description • Providing supervision to the County and Agency Leads (Voluntary Foster Care, Domestic Violence) within the Regional Office.
• Assign and respond to complaints involving the local departments of social services and voluntary agencies.
• Provide supervision of monitoring and technical assistance activities given to Local Dept. of Social Services, Voluntary Agencies and Domestic Violence Programs.
• Provide guidance to Regional Office staff, Local Dept. of Social Services and Voluntary Agencies on interpretation of NYS laws, regulations, and policies.
• Assist with interpretation of CFSR data for Local Dept. of Social Services and Voluntary Agency utilization, as well as assisting with implementation of strategies to support improved CFSR outcomes.
• Provide guidance to County and Agency Leads when working with their assigned agencies.
• Assist with assessing and organizing training needs for the Regions agencies and supporting training needs of County and Agency Leads.
• Organize and oversee regulatory monitoring responsibilities, participate in program case reviews such as the Child and Family Services Review (CFSR) and Voluntary Agency Reviews (VAR) to assess child welfare case practice and approve and monitor program improvement plans (PIPs).
• Meet with County and Agency Leads regarding professional development and performance concerns.
• Facilitate meetings: monthly unit staff meetings, Quarterly Regional Supervisor meetings. Attend various meetings on behalf of the Regional Director when necessary, such as the Director of Services meeting.
• Participate in statewide special projects and work groups.
• Accept constituent complaints received from the Governor’s Office, Legislative Offices, and the Commissioner’s Office; evaluate and provide the appropriate response; monitor follow up activities of the assigned Lead.
• Utilization of various computer-based systems including CONNECTIONS, SharePoint and SFS to support the work with Local Dept. of Social Services and Voluntary Agencies
• Provide oversight and support of Office of Children and Family Services’ priorities, policies and procedures by local districts and agencies such as CONNECTIONS, Title IV-E, Permanency Round Tables, Rapid Permanency Reviews, Family Engagement, Race Equity.
Minimum Qualifications One year of permanent competitive or 55b/c service in this title or in a title eligible for 70.1 transfer.
This position may be designated 55 b/c and is subject to verification of applicant eligibility.
Additional Comments Background Investigation Requirements:
1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.
2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
