Job Specifics

Duties Description Under the general supervision of the Golf Course Manager 2, SG-18, the incumbent will plan, assign tasks, and assist with the overall supervision and administration of the facility as well as perform maintenance and operational duties. Duties include, but not be limited to:
• Plans, schedules, and supervises daily maintenance and repair work on greens, tees, fairways, bunkers, roughs, and landscaping.
• Oversees the operation, maintenance, and repair of irrigation and drainage systems.
• Trains and directs grounds maintenance crews in mowing, trimming, seeding, fertilizing, aerating, and topdressing activities.
• Applies or directs the application of fertilizers, pesticides, and herbicides in accordance with safety codes, rules, and regulations.
• Operates and maintains specialized turf equipment and power tools.
• Inspects golf course conditions daily to determine work priorities and course setup.
• Maintains detailed records of chemical applications, maintenance schedules, and equipment usage.
• Assists the Golf Course Manager 2 with budgeting, procurement, and seasonal staffing plans.
• Performs related duties as required.

Minimum Qualifications 55-b/c Qualifications: This position is eligible for 55b/c appointment, and candidates with 55b/c eligibility are encouraged to apply. To be eligible for a55b/c appointment, candidate must be currently enrolled in the Civil Service 55b/c program and must meet the minimum qualifications listed above. This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Two years of general golf course experience at a government, commercial, or private course, including grounds maintenance, turf grass management, fertilizing and pesticide application, or management of a golf course facility and equipment. This experience must include one year of golf course supervisory experience.

OR

An associate degree in a related field can substitute for two years of specialized experience.
Examples of Non-Qualifying Experience, are but not limited to: experience working at a driving range or at a miniature golf course.

Subsequent 55-b/c Qualifications:
A subsequent 55-b/c appointment may be considered if you have at least one year of permanent or contingent-permanent qualifying service and have a current Civil Service 55-b/c letter of eligibility.

Reassignment Qualifications:
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as a Golf Course Maintenance Supervisor.

Additional Comments Operational Needs:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.

*NY HELPS PROGRAM:

For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective 6/12/25 or later will be addressed with a subsequent cover-in.
