Job Specifics
Duties Description The State Police Operations Specialist 1 will support the FOIL Unit and be assigned to the Central Records Bureau. The State Police Operations Specialist 1 will be responsible for ensuring the public has access to the records of the New York State Police by providing timely responses to requests in accordance with the Freedom of Information Law.
DUTIES
Understand the specific laws and policy sections utilized which determines records releasability, including POL 66a and 87, CPL 160, 725, FCA 375 and 381, and categorize requests appropriately.
Conduct research and retrieve responses from Troops, Details and Sections.
Perform searches using Division databases and applications and gather records. Identify any prior or associated FOIL requests.
Review requests, records, supporting documents and prepare responses for release.
Review and redact documents as necessary.
Make a determination on the release of records and provide responsive records to a requestor. On complex requests, forward to supervisor for review.
Coordinate and prioritize workflow to ensure a timely response to all requests.
Interact with Division Counsel, Count District Attorneys, courts and interested parties regarding record requests.
Will be responsible for the accuracy of all work completed and held accountable to the standards set forth in the FOIL unit. Work will be monitored by members and Unit personnel.
Perform duties as assigned by the Lieutenant and Unit NCO.
Minimum Qualifications One year in a Salary Grade 6 position or higher,
OR
60 semester credit hours of college level study,
OR
2 years of experience gathering, comparing and analyzing physical and electronic records for the purposes of making eligibility determinations.
Note: 30 semester credit hours of college level study may be substituted for one year of experience; active-duty service and an honorable discharge or under conditions in the NYS Restoration of Honor Act may also be substituted for the experience listed above on a pro-rated basis.
Preference will be given to candidates that can demonstrate experience reviewing criminal histories, pistol permit records, police or law records, or data analysis involving the review of multiple sources to develop and reach a conclusion.
Minimum qualifications must be met by the time of appointment.
