Job Specifics

Duties Description The Trades Specialist (Plumber & Steamfitter) performs journeyman plumbing and steamfitting work and may supervise others in the installation, alteration and repair of pipes, fittings, and fixtures of heating, ventilating, heating control, water, and drainage systems, according to specifications and plumbing codes. This includes the planning and laying out of work and determining the cause of trouble in plumbing and heating systems, air conditioner units and equipment.

Under the direction of a higher-level manager or designee, the incumbent will perform journey-level plumbing and steam fitting tasks within the regional water, wastewater, and plumbing department. Duties will include, but are not limited to:
• Repair, maintain, and install various plumbing fixtures and appliances such as sinks, showers, toilets, urinals, drinking fountains, hot water appliances, etc.
• Repair, maintain, and install water distribution lines, sewer infrastructure components, and natural gas or propane supply lines.
• Repair, maintain, and install HVAC appliances, components, and systems.
• Plan and lay out projects, including preparing materials lists and placing orders in compliance with NYS purchasing guidelines.
• Execute projects and tasks that require excavation and/or confined space entry.
• Assist in the location of underground utility infrastructure.
• Assist in the operation and testing of potable water supplies and wastewater treatment systems.
• Perform routine preventative maintenance on all assigned hand and power tools to ensure they are in good working order and in compliance with applicable standards.
• Operate commercial vehicles in the execution of departmental projects, including commercial septic pumper truck.
• Maintain daily activity reports, along with other required written records.
• Communicate effectively with other staff and park patrons in a responsible and courteous manner under stressful conditions.
• Work effectively in a team setting and demonstrate flexibility in tasks and schedules.
• Adhere to the agency’s Code of Conduct Policy and ensure compliance with all guidelines, policies, and procedures in the performance of daily tasks.

Minimum Qualifications Four years of full-time experience* in plumbing under a skilled tradesperson; which would provide training equivalent to that given in a training, apprenticeship, or equivalent program, OR an equivalent combination of experience and training gained by completion of technical courses in plumbing at a school, institute, or branch of the Armed Services; OR successful completion of the two-year Trades Specialist (Plumber & Steamfitter) traineeship or a two-year plumbing training, apprenticeship, or equivalent program* such as the New York State Civil Service Employees Association-Partnership Applied Skilled Trades Traineeship and Certificate Program.

*Successful completion of the traineeship and the training program includes a total of 288 hours of trade-specific classroom instruction, 45 hours of technical math course work, 45 hours of technical communications course work, and 15 hours of blueprint/schematic reading course work. Course work must be completed with an average of “C” or better. Additionally, successful completion of the traineeship also includes 4,000 hours of on-the-job training.

*If verifiable, we will accept and prorate appropriate part-time and volunteer experience.

Additional Comments OPERATING NEEDS:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Possession of a Class A, B, or C commercial driver’s license*** may be required for some positions.
• Must possess or obtain a Backflow Preventer Testing Certification within the probationary period and maintain it as a term and condition of employment.
• Must possess appropriate Water Operators Certificates or obtain as assigned.
• Must complete Confined Space Entry training within the probationary period as a term and condition of employment.
• Must have knowledge and experience working with applicable hand and power tools associated with the plumbing and steamfitting trade.
• Must be able to perform medium to heavy physical labor and stand for prolonged periods of time.
• Must have a working knowledge of the principles, methods, materials, tools and equipment used in the plumbing & steamfitting trade.
• Must have working knowledge of applicable plumbing code regulations of hot water and steam heating systems and control devices, and the practices and techniques of welding, brazing, and soldering.
• Must have the ability to plan, lay out, and complete plumbing and steamfitting work; read, interpret, and work from plans, drawings, and specifications; and understand and carry out instructions.
• The candidate should also have training certificates in oil burners, boilers, and air conditioner repair.

***Under the provisions of the Omnibus Transportation Employee Testing Act (1991), this position has been designated Safety Sensitive. The candidate is required to participate in pre-employment, random and post-accident drug, and alcohol testing.

The hiring rate listed combines the statutory hiring rate for CSEA Grade 12 ($50,425) with the Downstate Adjustment ($4,000). Similarly, the job rate posted is a combination of the statutory job rate ($61,548) and the Downstate Adjustment ($4,000).
