Job Specifics

Duties Description The Code Compliance Specialist 2 duties in Building Standards & Codes will include but are not limited to the following:
• Supervising Code Compliance Specialist 1 and subordinate staff within the Division.

• Reviewing and analyzing annual reports received from local governments.

• Determining if local governments are properly enforcing the code and if not, recommend to management the best course of action to assist them in doing so.

• Evaluate highly technical code and building science requirements and develop effective and comprehensible training programs. Ensure that the content of course materials submitted for approval is comprehensive, accurate, creative, and explains the material clearly and concisely.

• Review, analyze, report, and make recommendations for new or revised training material.

• Deliver and assist with online and in-person training to large groups (300 -400 students).

• Reviewing building permit applications, supporting documentation, and performing plan reviews. Perform field inspections of construction work.

• Answering questions and providing technical assistance to local code officials, design professionals, and regulated parties.

• Assist and prepare proposed written technical changes to New York State’s codes and the International Model Codes and make verbal presentations on findings. Assist in updating New York State’s Uniform Code, Energy Code, and other regulations. Attend model code hearing and testify on proposed changes.

• Review local laws and ordinances governing building construction.

• Performing Inspections associated with the Division's responsibility to manage the Disaster and Emergency Response support statewide.

Minimum Qualifications NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Non-Competitive Minimum Qualifications
The minimum qualifications for Non-Competitive appointment are:
A current certification as a Code Enforcement Official pursuant to Title 19 NYCRR, Part 434 or Part 1208 AND a bachelor's or higher degree in architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering AND three years of full-time qualifying experience OR an associate degree in architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering AND five years of full-time qualifying experience as described below; OR seven years of full-time qualifying experience as described below. Qualifying experience is defined as the enforcement, inspection, development, or teaching of building or fire codes; or the design of buildings in a position such as a specifications writer, draftsperson, architect, or engineer.

*An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s in a related field degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.

PREFERRED QUALIFICATIONS:
• Implementing technology projects.
• Use of software that is designed to support building inspections and other code enforcement activities.
• Knowledge of Microsoft Word, Excel, and Adobe.

Competitive Minimum Qualifications
Permanent service in this title or one year of permanent competitive or 55-B/C service in a title SG-22 or higher and otherwise eligible for transfer under Civil Service Law.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
