Job Specifics
Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of the Information Technology Specialist 4 (Operations), SG-25, within the Chief Technology Office/Data Center Services, the position will be responsible for providing 24 X7 service to our customer agencies in Console and Print Operations in an IBM mainframe, Unisys A series, Unisys 2200 series, and/or open systems environment. Specific duties include, but are not limited to, the following:
• Operate and monitor mainframe systems and the support products running on them.
• Operate and monitor Open Systems servers and the support products running on them.
• Resolve and/or escalate hardware problems following established procedures.
• Manage data center resources to provide acceptable service in mission-critical environment.
• Operate high speed laser print equipment to meet established deadlines with ITS Customer agencies.
• Perform the full range of supervisory responsibilities.
• May act as lead staff on special projects, including procedure-writing and documentation maintenance.
Assignment to Console and Print Operations will include a restriction on playing Lottery games.
Due to the secure nature of the work at the Data Center, candidates will be required to undergo a special background check.
Some travel to the other Data Center Sites may be needed for site coverage and for escort duty of non-authorized visitors.
More information on shift, lottery restrictions, and background checks will be discussed at the time of interview.
Minimum Qualifications Minimum Qualifications Required for Appointment:
Open to NYS employees with one year of permanent competitive service as Supervising Computer Operator or as an Information Technology Specialist 2 and eligible to transfer under Section 70.1 of Civil Service Law.
OR
Minimum Qualification for 52.7 Non-Competitive Promotion:
If there are no more than three qualified candidates in the promotion field within this agency for this position, the agency will request approval from the Department of Civil Service to fill this position via a noncompetitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for a NCP, candidates must be a current New York Office of IT Services employee in the direct promotion field with one year or more permanent, contingent-permanent, or 55b/c status as a Senior Computer Operator.
OR
Minimum Qualification for Provisional pending exam appointment:
Open to NYS employees with three months of permanent competitive or 55-b/55-c service as Senior Computer Operator.
If a candidate is appointed provisionally, he or she must take the next Civil Service examination given for the job title, pass it, and be reachable for appointment on the resulting eligible list. If a provisionally appointed employee is either not successful on the examination or passes the examination but is not reachable on the resulting eligible list, the provisionally appointed candidate generally will not be allowed to remain in the position.
Non-Competitive Promotion (NCP): If there are no more than three qualified candidates in the direct line promotion field for this position, the agency may request approval from the Department of Civil Service to fill this position via a Non-Competitive Promotion (NCP) examination, pursuant to Section 52.7 of Civil Service Law. In order to be eligible for a NCP, candidates must have one year of permanent, competitive service in a Senior Computer Operator, G-14 title.
Preferred Qualifications:
• Operational experience and expertise with an IBM mainframe and/or Unisys operating system and associated peripheral equipment, and/or expertise with scheduling batch work using automated batch scheduling systems
• Ability to resolve problems by developing solutions and implementing improvements to processes
• Good oral and written communication skills
• Strong leadership skills
• Supervisory experience
• Ability to maintain an effective working environment with managers, customers, and co-workers

DAY: 1st Shift, Mon-Fri 7am - 3:15pm
EVENING: 2nd Shift, Mon-Fri 3pm - 11:15pm
NIGHT: 3rd Shift Mon-Fri 11pm - 7:15am
WEEKEND DAY: 4th Shift Fri-Sun 7am - 8pm
WEEKEND NIGHT: 5th Shift Fri-Sun 7pm - 8am

ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.

Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.
If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
