Job Specifics

Duties Description The Staffing Services Division is responsible for assisting State agencies with staffing New York State partner agencies. To better serve our partner agencies and make examinations more accessible and convenient for all, the Department is implementing a new examination model known as continuous recruitment testing that will offer testing on a continuous basis with examinations held via a hybrid of online training and experience exams, multiple-choice exams via remote proctoring (online), and in state operated computer-based testing centers and this position will help play an important role in ensuring the success of this new approach to examinations.

With this posting, we are filling one position in the State Employee and Agency Services (SEAS) Section of the Staffing Services Division: Attendance & Leave Unit. The Attendance & Leave Unit oversees the maintenance of the Attendance & Leave program and conducts program activities that include responding to attendance and leave inquiries from agency representatives, employees, and union representatives. The unit also maintains the State Attendance and Leave Manual and serves as a liaison between GOER and DCS on all technical aspects of the attendance and leave program.

The Human Resources Specialist 2 (Attendance & Leave) in the State Employee and Agency Services (SEAS) Section of the Staffing Services Division will work under the supervision of the Human Resources Specialist 4 (Attendance & Leave). The incumbents of this position will be responsible for, but not limited to the following:

Participate in the contract negotiation process as it relates to attendance and leave topics. This includes
• Analyzing union demands
• Reviewing and suggesting modifications to management proposals
• Drafting contract language as requested
• Preparing talking points for negotiators
• Identifying and resolving implementation issues
• Preparing contract implementation memos for issuance to State agencies
• Developing implementation materials for new programs such as program guidelines, forms and other materials as required.
• Identifying and recommending leave benefit changes for consideration by GOER for possible extension to M/C employees.

Serve as liaison with GOER and DCS on all technical aspects of the attendance and leave program by
• Consulting with GOER Assistant Directors as requested on grievances concerning attendance and leave matters.
• Working with GOER attorneys in preparation for arbitration cases involving attendance and leave issues.
• Testifying on attendance and leave matters, including historical application of leave benefits, in arbitrations, PERB hearings and court proceedings.
• Preparing comments on legislative proposals that impact the attendance and leave area.
• Reviewing draft amendments to the Attendance Rules as requested.

Respond to inquiries from DOB, OSC, the Business Services Center, operating agencies, employees, union representatives and other interested parties in regard to matters of attendance and leave. This includes
• Researching issues
• Consulting with appropriate parties and subject matter experts
• Preparing timely, clear and accurate responses to inquiries.

Maintain the State Attendance and Leave Manual by preparing Manual material including memoranda and policy bulletins clarifying attendance and leave issues for distribution to State agencies and supervising the maintenance of the Manual distribution list and related distribution activities.

Oversee the maintenance of the Attendance and Leave Program files that provide the basis for conducting Program activities.

Perform the full range of administrative supervisory responsibilities of the Human Resources Specialist 1 (Attendance & Leave).

Minimum Qualifications REASSIGNMENT QUALIFICATIONS:
Current Department of Civil Service employees with one year of permanent, contingent permanent, or 55 B/C service as a Human Resources Specialist 2 (Attendance and Leave), if less than one year, you must be currently reachable on the Human Resources Specialist 2 (Attendance and Leave) eligible list for the Albany location if one exists.

COMPETITIVE QUALIFICATIONS:
You must be reachable on the current eligible list or eligible for transfer.

52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service allocated to Grade 21 or higher eligible for transfer and determined to be administrative by Civil Service.

PROVISIONAL QUALIFICATIONS:
Based on the results of the canvass of the current eligible list for the Human Resources Specialist 2 (Attendance and Leave) position, the Department may elect to make a provisional appointment to this position rather than a permanent appointment should the eligible list have less than three candidates interested. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Human Resources Specialist 2 (Attendance and Leave) exam and be reachable for appointment from the newly established eligible list.

The minimum qualifications for Provisional appointment are: one year of permanent, contingent permanent, or 55 B/C service as a Human Resources Specialist 1 (Attendance and Leave).

NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS:
The Department of Civil Service is considering making a request to the Department of Civil Service to hold a non-competitive promotion examination for the above title in accordance with Section 52.7 of the Civil Service Law if three or fewer interested promotional candidates respond to this notice. Before submitting such a request, we must ascertain if anyone meeting the minimum qualifications is interested in competing in a promotional examination for the above title and if they would accept appointment if offered. To qualify, you must be a current Department of Civil Service employee. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Please note this will be a competitive appointment. The term non-competitive refers to the appointed candidate not needing to compete in the next holding of the examination.

The minimum qualifications for NCP appointment are: one year of permanent, contingent permanent, or 55 B/C service as a Human Resources Specialist 1 (Attendance and Leave).
