Job Specifics

Duties Description • Assist the Director of Budget Studies in preparing reports and analysis on State spending and revenues, analysis of financial plans, and the State’s financial position.

• Analyzes State revenue and disbursement reports from other State agencies.

• Analyzes State accounting reports issued by the Office of the State Comptroller.

• Performs statistical, comparative and impact analysis of public finance and program issues based on economic forecasts, program proposals and modifications.

• Develop subject matter expertise regarding State social services programs, including, but not limited to, Temporary Assistance for Needy Families, Safety Net, Supplemental Nutrition Assistance Program, and child care.

• Prepare reports for publication evaluating significant social services matters to inform public consideration of such issues.

• Monitors, reviews, and analyzes the budget, financial, statistical and other available program information of New York State Agencies, with special focus on those providing social services and administering safety net programs.

• Conducts comprehensive literature reviews regarding current topics.

• Contribute to production of internal briefings and public reports regarding the Executive, Enacted and other budget-related events.

• Develop, acquire, maintain and broaden knowledge of current social services issues by researching various publications, legislation, statutes, regulations, etc.

• Prepare, review and edit reports, correspondence, memos and other documents produced by BPA for internal use or for issuance on behalf of or by OSC; and perform review/edit functions for documents produced by other divisions which BPA reviews.

• This analyst’s areas of concentration will be in social services and the state budget and financial plan, although work in other policy areas may be requested and required.

Non-Competitive Qualifications for appointment under the NY HELPS Program:

A bachelor's degree and two years of professional experience in public policy analysis, public financial analysis or economic analysis.

a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1 or 52.6 of the Civil Service Law.

Transfer:
For 70.1 or 52.6 transfer to a Senior Municipal Financial Analyst, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Additional Comments Knowledge, Skills, & Abilities
• Proficiency with Microsoft Excel, Word and PowerPoint is desired.
• Experience in data analysis, statistical or other data analysis techniques is desired.
• Ability to learn and work successfully with financial data and concepts and to conduct research related to a variety of policy areas is desired.
• Familiarity with New York State budgetary, fiscal, economic and policy issues and procedures is preferred. Familiarity with federal and local budgetary, fiscal, economic and policy matters is helpful.
• A demonstrated attention to details, the ability to work in a fast-paced environment, manage multiple priorities and meet deadlines, work in a team environment, and possession of strong quantitative, analytical, organizational, data management, interpersonal and communication skills.

Telecommuting
The Office of the New York State Comptroller supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, new employees will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
