Job Specifics

Duties Description This position resides in the Division of Operations' Bureau of Transportation Services. Duties include:

• Conduct assessments to determine the ability of staff to operate equipment.
• Conduct training programs in the proper operation and maintenance of a wide variety of self-propelled construction equipment, such as small and large trucks, loaders, excavators, graders, pavers, snow blowers, bulldozers, chippers, backhoes, forklifts, skid steers, mowing tractors pavement sweepers and rollers on both an individual and group basis.
• Instruct operators and supervisors in proper safety procedures.
• Demonstrate equipment maintenance procedures.
• Prepare operators to obtain Commercial Driver’s License and learner’s permits.
• Certify equipment operators and supervisors in the use of equipment.
• Compile and maintain records of training activities and prepare other reports as required.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:

1. Four years of experience in the operation and maintenance of at least THREE of the following types of self-propelled heavy construction equipment: excavators, graders, pavement wideners, bulldozers, heavy dump trucks, pavers, front end loaders, and backhoes; AND

2. Six months experience as a DESIGNATED INSTRUCTOR in the operation and maintenance of complex heavy construction equipment or trucks over thirteen tons in weight. A designated instructor is someone who has provided classroom, shop, over-the-road or work site training on complex heavy equipment.

IMPORTANT: You must indicate on your application the types of equipment that you have had experience operating and maintaining. You must also describe the type of training that you have provided as a designated instructor and the type(s) of equipment you have instructed others on.

License Requirement: At the time of appointment and continuously thereafter, you must have a valid New York State Class A commercial driver's license without any of the following restrictions: no air brake, automatic transmission, or no tractor/trailer CMV. If verifiable, we will accept and prorate appropriate part-time and volunteer experience.

Candidates may also be appointed via the following:

Reassignment - Currently in the title and an employee of DEC
or

Reinstatement - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or

55-b/55-c Appointment- Must meet minimum qualifications above and include a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Must possess a Class A CDL at time of appointment with appropriate endorsements and no air brake restriction.
Telecommuting may be available, will be discussed at interview.
