Job Specifics
Duties Description Under the general supervision of the Auditor 3, the Auditor 2 leads a team of Auditor 1s that conduct reviews and audits of reports and filings by commercial casinos, Indian Gaming casinos, Video Lottery facilities, mobile sports wagering platform providers and operators, and interactive fantasy sports licensees to ensure the proper reporting of gaming revenue, and to determine if the regulated entity has complied with all applicable gaming laws and regulations. Given the unit's recent formation, the Auditor 2 will have an influence on the team's development, actively contributing to defining the team's future responsibilities and strategic focus areas.
Specific duties include, but are not limited to:
• Perform a full range of supervisory duties, including planning, assigning, and evaluating work.
• Assist in developing the audit scope, objectives, and appropriate audit assessments.
• Assist the Auditor 3 to develop, draft, and update policies and procedures for the audit and review of licensee’s financial reporting.
• Coordinate with Division management, Gaming Operation Inspectors, and other staff to assist/perform compliance reviews in collaboration with program staff.
• Review the audit work of the Auditor 1 and assist with difficult or complex audits.
• Monitor and maintain a record of all proposed, active and closed audits involving the audit team.
• Evaluate the operational risks and vulnerabilities of licensee’s internal controls and procedures.
• Work with Audit team to formulate actionable recommendations post-audit and verify the implementation of proposed solutions
• Work with Audit team to ensure identified risks are mitigated, controls are strengthened, and compliance and operational integrity are enhanced within the program areas.
• Provide technical assistance to support the Division’s regulatory processes.
• Assist in the review of licensee’s proposed, new, or amended internal controls and procedures.
• Research compliance issues and answer technical questions.
• Provide leadership and training to staff in addressing new or difficult audit issues.
• Perform the duties of the Auditor 1 as needed.
• Perform other regulatory audit functions as required.

• Ability to understand, analyze and explain data and statistics
Minimum Qualifications Permanent Qualification: Candidates must currently be a permanent Auditor 2
OR
Eligible List Appointment: Reachable for appointment from the current Auditor 2 eligible list
OR
Transfer Qualification: Candidates must be a current New York State employee eligible for transfer via Section 70.1 of the Civil Service Law.
Additional Comments Telecommuting schedule can be discussed during the interview.
Prohibition against Playing and Wagering:
Commission employees and family members residing in their households are prohibited from purchasing Lottery tickets or claiming Lottery prizes. Commission employees are prohibited from wagering upon any horse racing, commercial gaming, video lottery gaming, Indian gaming, charitable gaming activities, interactive fantasy sports, and mobile sports wagering within the State. To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties. Commission employees must also avoid any outside activities that could interfere or be perceived to interfere with their job duties.
