Job Specifics
Duties Description 1. Supervise the DER Emergency Response Section within the Bureau of Spill Response and Prevention. Provide direction and oversight of section staff.
2. Provide assistance to Regional program staff in response to emergency incidents. Provide back-end technical support from Albany, and respond to incidents in the field as directed by supervisor or requested by Regional Spill Supervisors. Support may be in the form of Command or Operations Section Incident Management assistance, or may include direct field assistance on scene.
3. Fulfill administrative obligations regarding time and attendance, travel, budgeting, equipment usage, performance plans and evaluations, and internal controls. Ensure compliance with related Department and Program guidance and policies, including health & safety.
4. Coordinate with other DEC programs and Regions, and other state, federal and local agencies. Communicate with and represent the Bureau of Spill Response and Prevention to outside agencies, municipalities, the general public, and the regulated community. Effectively articulate information on program policies, priorities, and actions.
5. Respond to inquiries and complaints in a timely manner. Coordinate and prepare both verbal and written correspondence and briefing materials. Effectively communicate program priorities and accomplishments and emerging program issues to the Division Director and executive staff.
6. Response assistance, coordination with other units, and executive staff briefings may be required off-hours and on short notice. This may occur frequently and routinely. Off-hours workload may be substantial, and this position is not eligible for overtime compensation.
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service at Salary Grade 25 or higher and:
Eligible for transfer under Section 70.1: Permanent competitive service as a Environmental Analyst 3, Environmental Assistance Administrator, Professional Geologist 2, and Public Participation Specialist 4.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Use of personal protection equipment, including a respirator, will be required.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Weekends and holidays may be required.
Must be available for emergency response.
Must be available to respond to after-hours emergencies.
Must successfully complete (or have completed) the 40-hour OSHA 1910.120 training course and all other required training.
Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification.
Must be able to lift and move objects up to 50 pounds.
Telecommuting may be available, will be discussed at interview.
