Job Specifics

Duties Description This position of Professional Engineer 4 (Environmental) will be located in the Region 6 Watertown headquarters and will oversee implementation of the Environmental Quality (EQ) programs in Region 6: Air Resources, Environmental Remediation, Materials Management (except Pesticides), Spills Response-Petroleum Bulk Storage and Water. The incumbent will directly supervise the managers of each of these units and will be responsible for ensuring implementation of the Region's priorities as determined by the Regional Director. This will include engaging with the unit managers and Regional Director for development of annual work plans for each of the units, ensuring communication across all units within the Region on matters pertaining to environmental quality, and representing the Regional Director on such matters. The position is also responsible for ensuring implementation of Department policies and overall supervision of Environmental Quality personnel. This includes timely development of performance plans and evaluations, training, staff development, recommendations for critical fills, and related matters. The person in this position should have experience with facility inspections, permitting, and enforcement in at least one EQ Division.

The incumbent will also serve as the Regional Emergency Response Coordinator
(RERC) and will assume primary responsibility for the Region 6 civilian staffs capability to prepare for and respond to emergencies such as floods, snowstorms and other disasters.

The RERC will be responsible for coordinating emergency preparation, training, response, and recovery, with the assumption of supervisory responsibility for those units and staff in the Region who are tasked with emergency response and recovery. This position includes developing, maintaining and implementing emergency response and recovery plans (e.g., Regional Emergency Response Manual) and Continuity of Operations Plans.

The RERC will represent the Department at Local Emergency Planning Committee
(LEPCs) meetings within Region 6 and engage in the Counties' Hazard Mitigation or Comprehensive Emergency Management Plan (CEMP) process as appropriate. The RERC will also represent the Region at New York State Emergency Management Association meetings.

The RERC will act as a liaison to other State and local agencies and personnel active in emergency management in Region 6 and must be able to work effectively with multiple responding agencies, including DEC's Office of Public Protection and outside police and emergency service organizations.

The person in this position may also be responsible for staffing the Mohawk Valley and North Country Regional Operations Centers (ROCs) in Utica and Watertown, respectively when they are activated.

The position requires training and experience in Incident Command, and familiarity with the National Incident Management System (NIMS). The RERC must be available and prepared to respond to emergency events during non-traditional work hours, including nights, weekends and holidays.

Minimum Qualifications Reassignment – Currently in the title and an employee of DEC.

OR

Reinstatement Eligible – Previously held the title on a permanent competitive basis or held a title indicated under the transfer eligible section on a permanent competitive basis.

OR

Transfer Eligible – One year of permanent competitive service at Salary Grade 29/M3 or higher and: Eligible for transfer under Section 52.6 within two salary grades/one M grade of this position.
