Job Specifics

Duties Description The Registrations, Accounting and Support Bureau (RASB) is responsible for a variety of functions including processing various tax registrations, powers of attorney, and account update functions, managing the accounting, electronic payments, banking services, online services, and external communications programs, developing and/or maintaining the systems to support all of these functions, as well as staffing services and workforce management functions that support the entire Office of Processing Services.
In RASB Program Development, under the supervision of a Taxpayer Services Administrator, the incumbent will provide guidance, management, and leadership to a team whose function is to monitor, develop, test, and implement changes to tax registration, processing, and payment systems.
Activities for this position may include, but are not limited to, the following:
• Provide day-to-day direction, leadership, and management of operations in alignment with the Department’s strategic plan and the Division’s operation plan.
• Interact with section supervisors, Divisions, and taxpayers in a professional and cooperative manner. Communicate effectively both verbally and in writing, and timely complete required reports.
• Supervise the development and oversee the installation of new or revised automated systems and manual work procedures in relation to electronic services based on Tax Law changes, legislative changes, policy changes or changes mandated by the policies and regulations of the Federal government or other state agencies.
• Oversee all testing functions related to system changes and new system implementations including the review of all the test cases and conditions, monitoring the test execution, collaborating with program areas and ITS on defect resolution, and monitoring and reporting out on testing status.
• Oversee and direct the optimal usage of personnel, by effectively assigning staff to meet program performance goals. Establish reporting mechanisms to measure and monitor volume of work received, work in progress, completed work, efficiency of systems and section operational levels.
• Possess the skills to analyze and plan for the impacts of programmatic, systematic or legislative changes in operations. Identify and implement opportunities for increasing voluntary compliance and reducing operational costs.
• Oversee the analysis and review of business rules to ensure they are operating effectively and manage the maintenance of all business rules for a specific program area.
• Make recommendations on the development and implementation of system changes.
• Meet any travel requirements; travel may occasionally be required for this position.
• Meet Department's time and attendance requirements

Minimum Qualifications Eligible for transfer under Civil Service Law or reachable on the appropriate eligible list for this title and location in accordance with the provisions of Civil Service Law, Rules and Regulations.
