Job Specifics

Duties Description Reporting to the Assistant Regional Director (ARD) of the NYC Region, the Administrative Officer 1 (AO 1) will be directly responsible for supervising the Regional Business Office’s administrative staff engaged in Finance functions. The AO 1’s duties include, but may not be limited to:

• Oversees and maintains regional revenue receipts.
- Tracks and evaluates revenue and attendance data; and develops, evaluates, and modifies, as appropriate, revenue collection internal controls.

• Assists in the solicitation, review, and negotiation of concession contracts.

• Conducts audits of concessions, revenues, refunds, and expenditures.
- Ensures that each is documented and that funds are accounted for. Uses various State and Agency systems to ensure accounting and expenditure controls are followed.

• Oversees staff responsible for managing the petty cash system.
- Review and audit the reconciliation of deposits and expenditures, the filing special charge vouchers to reimburse the account, the producing checks, the mailing of payments, etc.

• Directs the preparation of the Region’s Other Than Personal Service (OTPS) budget and the Personal Service Budget requests including the development of allocations for temporary and seasonal funds.

• Oversees expenditure and accounting for funds appropriated.

• Supervises and controls regional purchasing activities.
- Establishes and evaluating systems and procedures for processing vouchers and purchase orders. Ensures that all purchases comply with State Finance Regulations.

• Plans and directs special or ongoing studies of fiscal practices to determine the need for revisions in work methods, workflow, purchasing practices, and related areas.

• Ensures that utilities, expenditures, and budget reports are completed in a timely manner for review by the Assistant Regional Director and Regional Director.

• Other duties as assigned to support the Regional Business Office team.

Minimum Qualifications FOR PERMANENT APPOINTMENT VIA ELIGIBLE LIST APPOINTMENT OR TRANSFER:
Candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

NOTE: Consecutive transfers resulting in an advancement of more than two salary grades are not permitted under Civil Service Law.

FOR PERMANENT APPOINTMENT VIA SECTION 52.7 (NCP):
In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Parks, Recreation and Historic Preservation (OPRHP) of its intention to conduct a non-competitive promotion examination for the position of Administrative Officer 1 in the New York City Regional Headquarters. Permanent appointment may be made via non-competitive promotion of an applicant who meets the position's minimum qualifications if all requirements of non-competitive promotion are met.

The promotion field for the Administrative Officer 1 position consists of OPRHP employees who have one year of permanent competitive, non-competitive (NY HELPS), or 55b/c service as a Human Resources Specialist 1, Training Specialist 1, Administrative Specialist 1, Senior Administrative Analyst, Contract Management Specialist 1, or Senior Budgeting Analyst.

FOR PROVISIONAL APPOINTMENT:
In the absence of a viable eligible list with three or more candidates willing to accept appointment a provisional appointment may be considered. For a provisional appointment candidates must have one year of permanent competitive, non-competitive (NY HELPS), or 55b/c service as a Human Resources Specialist 1, Training Specialist 1, Administrative Specialist 1, Senior Administrative Analyst, Contract Management Specialist 1, or Senior Budgeting Analyst. The appointed candidate must take, pass and be reachable on the next holding of the examination to be appointed permanently.

Additional Comments OPERATING NEEDS:
• Must be detail-oriented with a proven capacity to multitask, with a high standard for accuracy and accustomed to working in a team environment and work independently as needed with set priorities.
• Must possess effective communication skills and have the ability to understand written and/or verbal material and instructions.
• Must possess strong interpersonal skills and be a self-starter and maintain confidentiality.
• The candidate must be proficient in Microsoft Office applications as well as be proficient with Apple products.
• Must be willing to support additional tasks and projects as assigned by the Regional Office.
• Must be willing to occasionally support tasks and projects at other work sites in the New York City Region.
• Must be able to work a minimum of 37.5 hours a week, Monday through Friday, and possibly extended weekday hours as needed.
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment. If not licensed at the time of appointment, the appointee must obtain a driver’s license without restrictions or conditions within the term of probation
• Fluency in Spanish preferred.


DOWNSTATE ADJUSTMENT: $4,000
