Duties Description The New York State Education Department’s (NYSED) Office of Adult Career and Continuing Education Services - Vocational Rehabilitation (ACCES-VR) is seeking applicants to fill the position of Regional Coordinator, Vocational and Educational Services in the Albany District Office. This vacancy is also being posted for a position in the Malone and Utica District Office’s. This position can be filled in any of these locations location. The incumbent of this position will work with the Assistant Commissioner and the Administrator, Vocational and Educational Services Coordination on Statewide contract management, budgeting, and policy development, and will coordinate the activities of the Albany District Office, Malone District Office and the Utica District Office. Duties of this position include, but are not limited to, the following:

• Provide leadership and guidance to the district offices, service providers, and community partners, and coordinate the activities between various stakeholders;
• Ensure consistent implementation of policies, procedures and internal controls;
• Guide decision making;
• Mentor office staff members;
• Solve problems using a broad-based regional perspective;
• Ensure quality services are provided to participants; and,
• Maintain strong working relationships between service providers and community partners.

Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive service or 55b/c service as a Regional Coordinator, Vocational and Educational Services.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-28/M-3 or higher to be eligible to transfer under Section 52.6 of the Civil Service Law.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee AND have either one year of permanent competitive or 55 b/c service as a District Manager, Vocational Rehabilitation, OR two years of permanent competitive or 55 b/c service as an Assistant District Manager, Vocational and Educational Services or as an Associate Vocational Rehabilitation Counselor.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or temporary provisional appointment. Provisional candidates must take the examination for Regional Coordinator, Vocational and Educational Services when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 50 % Statewide travel.

This position leads to a maximum salary of $160,911 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
