Duties Description The Office for People With Developmental Disabilities (OPWDD) provides high-quality, person-centered services, supports, and advocacy to approximately 130,000 + individuals with developmental disabilities in New York State. The responsibilities of Budget Services include the development and negotiation of the annual budget to ensure OPWDD has the resources needed to support the agency's mission of helping families and people with developmental disabilities live richer livers. In addition to working to ensure the agency has the resources necessary to appropriately fund the major program areas of OPWDD, the budget request process includes preparing savings plans to support the request, preparing budget briefing documents and hearing testimony, and requests for budget initiatives based on agency priorities.
Budget Services is also responsible for developing spending plans for the district offices, Institute for Basic Research (IBR) and a variety of Aid to Localities (ATL) programs, such as Family Support Services and Individual Support Services; allocating and monitoring the use of resources on Personal Service, Non-Personal Service and ATL programs; assisting in allocating and monitoring the use of residential and non-residential development resources; assisting in the development of allocation methodologies for new resources, and the implementation and monitoring of budget initiatives and the agency spending control process.
Under the direction of the, the Associate Budgeting Analyst will:
• Be responsible for developing OPWDD's Capital Projects projections.
• Track, monitor and analyze Capital Projects disbursements against approved budgets, cash ceilings and appropriations to analyze cost trends, identify problems, implement appropriate actions and determine if funds are used effectively and efficiently.
• Prepare and manage reports related to Capital Projects and associated costs.
• Manage Capital Projects-related transactions in SFS.
• Assist in the development, presentation, and implementation of the agency's budget request.
• Review and analyze legislative and other proposals and the implementation of the Enacted State Budget.
• Assist with other state ops activities & special assignments as needed.

Minimum Qualifications NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Budgeting Analyst Trainee 1 (Equated to SG-14): A bachelor's or higher degree.
Budgeting Analyst Trainee 2 (Equated to SG-16): A bachelor's degree and one year of professional experience in budget estimation, justification, and expenditure control functions.
Senior Budgeting Analyst (SG-18): A bachelor's degree and two years of professional experience in budget estimation, justification, and expenditure control functions.
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
COMPETITIVE MINIMUM QUALIFICATIONS:
Candidates must be reachable for appointment on the current Civil Service Eligible List, Professional Careers Opportunity (PCO) or Public Administration Traineeship Transition (PATT). Appointment may be made at the traineeship level.
TRANSFER QUALIFICATIONS:
Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. 55 B/C QUALIFICATIONS:
• Possess the minimum qualifications for this title as established by the Department of Civil Service and listed on the most recent exam announcement.
• Meet the applicable minimal mental and/or physical requirements for the job (with a reasonable accommodation, if necessary).
• Have a current Eligibility Letter from the NYS Department of Civil Service, www.cs.ny.gov/rp55/, and be able to provide it to the Human Resources Office upon request.
PREFERRED QUALIFICATIONS:
Preference will be given to candidates who possess:
• Strong managerial skills;
• Strong analytical, communication and presentation skills;
• Strong computer skills, particularly as it relates to Microsoft applications such as Word, Excel, Access, PowerPoint and other related programs;
• Ability to gather, organize, and present pertinent data to leadership in a succinct manner;
• Ability to prepare and evaluate expenditure and other financial reports.
Additionally, preferred candidates must be able to work in a fast-paced environment and handle competing, high priority assignments.
Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.
At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.
The position may be filled at the Budgeting Analyst Trainee 1 level equated to SG-14 ($56,655), Budgeting Analyst Trainee 2 level equated to SG-16 ($63,180) or full performance Senior Budgeting Analyst SG-18 ($67,119) based on education and experience. Candidates hired at the trainee level will be advanced to the full performance Senior Budgeting Analyst, SG-18 following successful completion of the traineeship.
If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 or 52.6 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.

• All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.

Paid Holidays and Leave
• Thirteen (13) paid holidays each year.

Paid Parental Leave
