Job Specifics

Duties Description The Health Program Administrator 2 will serve as the program manager for the Statewide Health Information Network for New York (SHIN-NY). This will involve the supervision of staff in the Center for Health Data Innovation and the oversight of multiple contractors.

This position will oversee the performance of the SHIN-NY program by managing the standards as defined in contract, regulation, and policy. Additionally, the incumbent will be responsible for directing SHIN-NY policy priorities that support the coordinated work of the Department including the 1115 Waiver, public health support, and the use of centralized contracts.

The HPA2 will serve as the Department’s representative on several committees and initiatives. Additionally, they will be responsible for reviewing public-facing documents for alignment with Department standards and SHIN-NY policy. As part of this work, the incumbent will need to work and maintain relationships with NYS agencies including OMH, OPWDD, DOCCS, and other programs within the Department of Health that engage with the SHIN- NY.

This position will include critical assessment of current processes or systems. As such, testing, drafting cost/benefit analyses, and training team members on newly adopted processes or systems may be required. As needed, this position may also be called upon to participate in policy analysis, budgetary proposals, and stakeholder engagement.

Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Program Administrator 2, SG25 OR Current NYS employee with one year of permanent or contingent-permanent, competitive, service in a title SG23 or higher and eligible to transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications: Should possess excellent written and verbal communication skills; excellent organizational skills with the ability to work on multiple assignments; proficiency in the use of Microsoft Suite tools including Word, Excel, Teams, SharePoint, and PowerPoint.

Experience in the creation and management of State and Federal contracts and monitoring contract performance and compliance.

Experience providing technical assistance to contractors, and stakeholders of programs. Including demonstrated experience communicating complex or technical issues with administrative, technical, and management level staff.

Experience managing communications and Department requirements for outward facing documents, websites, and other interaction with external stakeholders.

Supervision experience.

Additional Comments Telecommuting is allowed up to 50%. The selected candidate will need to appear in-person to the Corning Tower in Albany for non-telecommuting days.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
