Job Specifics
Duties Description Lead and manage the operations of the Real Property & Negotiated Contracts Team and Construction Team
• Establish priorities and objectives for each team based on risk analysis, staff recommendations and other factors
• Manage the development of each team’s operations and manage operations on an ongoing basis
• Manage staff in implementing initiatives and achieving priorities and objectives
• Identify strategies, develop and execute plans and manage staff to improve contract audit and operational efficiency and effectiveness, leverage system capabilities and improve communications
• Establish performance measures and indicators to assess whether desired outcomes are being met
• Prepare performance plans and complete job performance evaluations for direct reports
• Serve as primary liaison with internal and external customers and stakeholders on complex administrative and technical issues
• Ensure that the bureau’s business operations and policies are consistently and effectively communicated to internal and external stakeholders
• Handle escalated contract disputes with high level agency managers
• Develop and implement succession plans for the teams
Mentor Staff
• Meet with staff to identify strengths and interests, guide professional development and mentor to strengthen skills.
Senior Leadership
• Communicate and coordinate with other Section Heads and Bureau Executives to identify improvement opportunities, manage change and promote employee development
• Assist in the establishment of Bureau goals and the development of strategic direction
• Participate in the review and development of procurement legislation, policy and procedures
• Participate in annual statutory report review and annual internal control exercises.
Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 of the Civil Service Law.
For 52.6 transfer to a Contract Management Specialist 4 (SG-64), you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-63 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Provisional and/or Non-Competitive promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as a Contract Management Specialist 3 or Assistant Director Financial Administration 3.
Provisional and/or NCP notes:
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.
If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.
Additional Comments Knowledge, skills, and abilities:
• Experience directing the activities of a multi layered organization.
• In depth knowledge of New York State contracting and procurement requirements.
• Experience in legislative and policy analysis and translating policy requirements to operational procedures.
• Ability to relate operational needs to a highly complex set of multiple computer system capabilities.
• Ability to coordinate the work and communications of section staff, business owners and experts (auditors) assigned to various teams throughout the Bureau with business analysts and other system development resources.
• Ability to negotiate effectively and balance resources
• Excellent written and verbal communication skills
• Familiarity with the Statewide Financial System
• Able to manage critical contract disagreements with high level agency managers to a successful outcome.
Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
