Job Specifics

Duties Description The Office of Mental Health (OMH) is recruiting to fill one Mental Health Program Specialist 2, Grade 23, position in the Division of Integrated Community Services for Children and Families, Children’s Crisis Unit. The Division directs, supports, and oversees all community based mental health services funded, designated and/or licensed by OMH that serve children and their families, to ensure they are providing quality, strengths-based, trauma-informed, family-driven, youth-guided, and culturally and linguistically informed.

The Mental Health Program Specialist 2 positions, under the guidance and general direction of a Mental Health Program Specialist 3 (Clinical), will serve as a program lead for crisis programs serving youth and their families, primarily focusing on the Critical Time Transition Program for Children, Youth and Families (CTTP).

Specific duties to be performed may include, but are not limited to, the following:

• Provide direction and oversight for assigned programs and initiatives, including contract management of any related funded trainings or activities.

Provide project management for specialized initiatives to ensure that deliverables and expectations are being met.

Analyze data and systems trends and develop needed interventions, trainings, guidance documents, resources, and other tools to assist the children’s mental health system with implementing systems improvements.

• Support the engagement and inclusion of family and youth voice into the development of programs, support services and initiatives serving children and their families.

• Provide overall project support for OMH designated and funded children’s community based services, programs and initiatives in accordance with State and Federal guidance.

• Provide technical assistance, training and support to providers statewide regarding program policies and guidance.

• Review and monitor all required reports, including: data collection, expenditure reports, site visit summaries and corrective action plans; to identify statewide programmatic trends.

• Prepare reports based on program findings and reviews, in addition to updating and maintaining all policy guidance documents.

• Work in collaboration with field office staff on the monitoring and oversight of community-based programs and initiatives to assure adherence to program model requirements.

• Work with providers and other stakeholders, as well as coordinate efforts with other OMH divisions and relevant State agencies, to address issues related to targeted program areas.

• Provide technical assistance and support to providers based on identified needs and trends, along with connecting providers to available training opportunities to address.

Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program:

A bachelor's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education AND three years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.

A master's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education can substitute for one year of specialized experience.

Preferred Qualifications:
The ideal candidate would have a minimum of three years of experience working with children and/or adolescents with mental health challenges in a clinical or case management role and have some supervisory experience.

The ideal candidate would have mental health crisis system and/or emergency shelter and/or child and family residential setting experience. Additionally, a knowledge of child-serving systems in New York State, relevant federal and state statutes, regulations and guidelines is preferred.

Generally speaking, this role requires strong presentation skills; excellent interpersonal skills; excellent writing and communication skills with professionals at all organizational levels; critical and analytical thinking toward creative solutions; an ability to work independently; and strong organizational skills.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
