Duties Description Essential Functions:
The incumbent of this position will perform the following essential functions:
· Participate in accounting tasks that require the knowledge of accounting principles and procedures in the development and analysis of financial and accounting records and preparation of related reports.
· Prepare and track monthly and quarterly chargeback reports and costs, financial reports, and cost allocations.
· Prepare and review the annual spending plan and monthly expenditure reports to monitor and track spending for assigned program areas.
· Collaborate with Budget and Accounting sections in Fiscal Services on projection and payment projects.
· Research and analyze information obtained from the various modules within the NYS Statewide Financial System and AnalyzeNY financial systems.
· Effectively communicate, both verbally and in writing, with internal and external customers.
· Meet the Department’s time and attendance rules and regulations.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS): For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE NY HELPS MINIMUM QUALIFICATIONS:
This position may be filled as a two-year traineeship. Advanced placement in the traineeship is at the hiring agency’s discretion.

Starting salaries based on trainee level:
• Trainee 1, equated to SG-14: $53,764

? Accountant Trainee 1:
A bachelor's degree in accounting, auditing, or taxation
OR
A bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses.
? Accountant Trainee 2:
A bachelor's degree in accounting, auditing, or taxation AND one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
OR
A bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses AND one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
Substitution for experience: a master's or higher degree in accounting, auditing, or taxation may substitute for one year of experience.
? Senior Accountant:
A bachelor's degree in accounting, auditing, or taxation AND two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
OR
A bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses AND two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
OR

OR
A currently valid Certified Public Accountant license and registration issued by New York State.
Experience NOT considered qualifying are activities restricted to teaching, bookkeeping, maintaining/auditing payroll records or accounts receivable/accounts payable, or preparing tax returns.
