Job Specifics
Duties Description Duties include, but are not limited to:
1. Monitoring contract activity for any active procurement contracts, and providing relevant status reports as requested;
2. Reviewing procurement records to ensure that all applicable laws, rules, and regulations are adhered to and that proposed contracts represent the "best value" to the State;
3. Monitoring the development cycle of high value, complex contracts, RFPs, RFCs, Sole/Single Source Procurements and other related financial documents;
4. Maintaining a comprehensive knowledge of all state regulations, rules, and laws governing the procurement and contracting process;
5. Maintaining compliance with all HESC and ITS internal policies and procedures;
6. Collaborating with the HESC Office of Counsel to maintain knowledge of all current procurement laws, rules, and regulations;
7. Collaborating with internal HESC program leads to ensure proper scope development and adherence to procurement timelines;
8. Collaborating with HESC counsel and finance, as well as the Office of the State Comptroller (OSC), Office of the Attorney general (OAG), and Office of General Services (OGS), as necessary;
9. Initiating and revising procedures to address changes in the laws and regulations;
10. Working with program staff regarding State Finance Law requirements and other laws that apply to the procurement of goods and services;
11. Providing guidance regarding procurement strategies to be used for acquisitions and various procurement methodologies to prevent bid protests by unsuccessful bidders;
12. Responding to audit inquiries and tracking and auditing task orders and contracts;
13. Working up documentation to support RFC’s, RFP’s, single source justifications and other contract related documentation, as needed;
14. Working closely with Program staff, and Project Managers for all contract needs including HBITS and other staff augmentation procurement needs, as well as other software needs or program requests;
15. Providing guidance for RFP evaluation documentation creation and evaluation training, as needed;
16. Training and supervising lower-level staff and/or paraprofessional staff as necessary in the planning and development of procurement strategic sourcing methods and documents;
17. Performing a full range of supervisory duties.
Minimum Qualifications MINIMUM QUALIFICATIONS:
Eight years* of professional experience overseeing/managing a program or programs.
* An Associate's Degree may substitute two year of the required experience.
* A Bachelor's Degree may substitute four years of the required experience.
* A Master's Degree may substitute five years of the required experience.
PREFERRED QUALIFICATIONS:
• Experience managing contracts.
• Excellent writing, editing, and proofreading skills.
• Ability to work independently and in groups towards a common objective.
• Ability to work in a fast-paced environment and meet tight deadlines.
• Excellent organizational skills and the ability to multitask.
• Experience working on education-focused websites is a plus.
Additional Comments TELECOMMUTING INFORMATION: Telecommuting schedule of up to 50% remote work can be discussed with the hiring manager during the interview.
