Job Specifics
Duties Description The incumbents will provide administrative and technical support for the Division of Environmental Remediation’s (DER) programs such as State Superfund, Emergency Response, Brownfield Cleanup, and Environmental Restoration. The EPS2s will administer and update a variety of New York State statutes, regulations, policies, and procedures associated with these programs. The candidates will be responsible for overseeing, coordinating, and completing project activities which support the Division’s response to the portfolio of projects in DER’s remedial programs; they will act as unit supervisors overseeing the work of several professional and paraprofessional staff, administering an entire program area or a portion of a significantly large or complex program.
Project activities may be related to processing and billing customer contracts in the Statewide Financial System (SFS); federal grants in SFS; managing, procuring, and processing payments for standby and non-standby contracts in SFS; and managing and processing state grant applications and payment packages in SFS.
The incumbents will assist in the development and execution of training and outreach to internal and external stakeholders in DER’s programs. They will also assist the Section Chief in charge of supervising the section, as needed.
The candidates must be able to work with DEC fiscal staff, ITS staff, contractors, project managers, attorneys, staff from other State agencies, and the public. The EPS2s will perform work that is time critical in nature, and accuracy is essential. The preferred candidates will possess strong written and verbal communication skills, and accuracy in data management. Overnight travel to DEC Regional Offices may be requested.
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
Or
Transfer Eligible: One year of permanent competitive service at Salary Grade 21 or higher and:
Eligible for transfer under Section 70.1: One year of permanent competitive service as a Climate Policy Analyst 2, Environmental Analyst 2, Environmental Radiation Specialist 2, Environmental Specialist 2, Forester 2, Public Participation Specialist 2, Public Participation Specialist 3, Sanitary Construction Inspector 3
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
