Job Specifics

Duties Description Under the direction of a higher-level manager the Park Operations Manager 1, M-1, position functions as a Regional Emergency Manager and will perform tasks as required to ensure continued health and safety of the Long Island Region.

Duties and Responsibilities:
• Coordinate the Water Safety Program of the Long Island Region which includes the coordination of all required documents and procedures required to hire lifeguards. Oversight of both the original qualification and requalification process for the lifeguards, coordinate all training activities required for the Water Safety Program including CPR training, AED training, Narcan, First Aid and Emergency Oxygen Administration.
• Coordinate, schedule, and chair quarterly Regional Safety Committee Meetings; perform safety inspections at all regional facilities, documenting all inspections and follow-up to determine that corrections are made.
• Serve as the interface and point person for regional and statewide emergency management efforts. Collaborate with agency regional staff to identify regional emergency management training needs and coordinate delivery and/or provide direct training to OPRHP regional staff on internal and external current/emerging emergency management processes and procedures. Maintain up to date regional deployable equipment and staffing lists and assist with maintaining and updating the regional standby roster.
• Serve as a facilitator to assist OPRHP Regions with the development of plans required by the Division of Homeland Security and Emergency Services and OPRHP, such as incident Action Plans for large, planned events (i.e., Jones Beach Air Show, Dave Mathews Band Concert, etc.), Continuity of Operations Plans, Regional Headquarters, individual Park All Hazard Emergency Action Plans. Assist with
• Serve as Safety Training Coordinator and Trainer; schedule all safety training in the region and assist with seasonal training.
• Manage the regional AED (Automated External Defibrillator) program, completing necessary reports and ordering supplies as needed.
• Manage the Commercial Driver’s License Safety-Sensitive and entry level CDL driver training programs.
• Coordinate with agency program leads, regional management, and regional staff to manage the Park Ranger program for the region. Coordinate the hiring, training, and deployments of rangers to facilities throughout the region.
• Manage the drinking water, sewer system and beach sampling and testing program.
• Review all patron incident and employee accident reports and perform follow-up when necessary.
• Oversee programs including Hazard Trees, Workplace Violence Assessments, Employee Health Services physicals and other programs as assigned.
• Approves leave for direct reports and develops performance programs for employees.
• Conducts periodic permanent and seasonal staff performance reviews.
• Recommend and participate in discipline and counseling of permanent staff as necessary.
• Coordinate, approve and/or conduct appropriate training programs for staff.
• Assist in the planning and coordination of park operations, traffic control, and special events throughout the region as assigned.
• Responsible for identifying and assessing occupational and patron health and safety hazards and developing, implementing, directing and evaluating occupational and public health and safety programs; including, but not limited to: general risk assessment and hazard abatement, playground safety, Department of Labor/Public Employee Safety and Health (PESH) compliance; facility Employee Assistance Programs (EAPs); manage Personal Protective Equipment (PPE) distribution and use.

Minimum Qualifications Permanent Appointment:
Must be reachable on the appropriate Civil Service list. Candidates currently serving in a title that is eligible for 52.6 transfer may also be appointed on a permanent basis.

Reassignment Qualifications:
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as a Park Operations Manager 1.

OPERATING NEEDS:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
