Job Specifics

Duties Description Oversee the regional implementation of the environmental quality (EQ) programs: Air, Water, Materials Management (Solid Waste and RCRA Program), Remediation (Haz Waste, Spills and Bulk Storage Programs, including work planning, budgeting, timely completion of projects and correspondence, and priority setting consistent with Regional goals and the agency's strategic framework and mission.

Supervise EQ program managers and staff in the above listed programs, providing oversight and direction including workload distribution, internal controls, performance reviews, hiring, training and development and other personnel matters.

Serve as principal liaison between EQ units and the Regional Director
(RD), Assistant RD, Division Management, Deputy Commissioners/Executive staff, and other programs including: Communications, Environmental Permits, Operations, Natural Resource Programs and managers.

Communicate in a positive and efficient manner with internal and external
stakeholders including the media, local, state & federal elected officials,
municipalities, regulated entities, professional groups, and public including environmental and community groups.

Manage and supervise special projects as directed by the RD and ARD including
major development projects, permitting projects and enforcement actions.

Keep Regional Management apprised of high profile projects. Advise the ARD, RD and Executive of sensitive issues and provide briefings and "Flags", as necessary. Identify and resolve issues effectively. Provide back-up for senior staff during their absense, as requested.

Minimum Qualifications Reassignment – Currently in the title and an employee of DEC.
OR

Reinstatement Eligible – Previously held the title on a permanent competitive basis or held a title indicated under the transfer eligible section on a permanent competitive basis.
OR

Transfer Eligible – One year of permanent competitive service at Salary Grade 29/M3 or higher and: Eligible for transfer under Section 52.6 within two salary grades/one M grade of this position. To determine if your title is designated as 52.6 go to the Department of Civil Service website and search for your title under GOT-IT.

Preferred Qualifications:

Experience supervising staff. Experience in more than one EQ Program & significant time spent working in a Regional office are also preferred.
Experience in personnel matters such as hiring, promoting and/or
disciplinary processes are also preferred.

Additional Comments *The starting salary for this position is [$130,793] This amount is comprised of the base salary of [$123,793] with an additional geographic pay differential of $7,000, specific to this title and location.

The job rate for this position is [$163,224] This amount is comprised of the base salary of [$156,224] with an additional geographic pay differential of $7,000, specific to this title and location.

Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Travel may be required.

Weekends and holidays may be required.
Must be available to respond to after-hours emergencies.
Telecommuting may be available, will be discussed at interview.
