Duties Description POSITION DESCRIPTION:
The Human Resources Specialist 2 (Labor Relations) will plan, develop and direct the local Employee & Labor Relations Office by performing a wide range of human resources and labor relations activities and maintaining the day-to-day operation of the Office.

PRIMARY DUTIES AND RESPONSIBILITIES:
The Human Resources Specialist 2 (Labor Relations) will perform and supervise the performance of various human resources activities within the Employee & Labor Relations Office to ensure efficient and effective operations are upheld in order to build and maintain a workforce that is effective in accomplishing OPWDD’s mission and goals within the framework of the merit system, and adherence to state and federal labor laws, Civil Service rules, regulations and practices. The incumbent of this position will serve in the absence of the Director of Local Labor Relations and Director of Human Resources and perform professional duties as directed by the Directors and Central Office administrators. The Human Resources Specialist 2 (Labor Relations) will directly supervise subordinate staff including Human Resources Specialist 1s and administrative support employees.

Under general direction, the candidate will operate in planning, organizing, conducting and coordinating human resources activities to attain specific objectives. Tasks and duties include but are not limited to directing the implementation of collective bargaining agreements, participating in labor management committees and subcommittees, resolving a wide variety of issues within the agency's administration of human resources activities, providing guidance and assistance to program managers and supervisors, reviewing and evaluating policies and procedures, advising management of their impact on the labor relations program, conducting complex hearings and investigations, and assessing and conducting labor relations training needs.

Minimum Qualifications MINIMUM QUALIFICATIONS:

1. Candidates must be reachable for appointment on Current Civil Service Eligible List for this title.

OR

In the event there is not a viable eligible list, candidates that meet the following qualifications may be qualified for Provisional Appointment pending exam. To be appointed on provisional status, you must be eligible to and participate in the next Civil Service examination(s) being given for this title. You must be qualified for appointment from the eligible list. You must be a reachable candidate, when the exam list is produced by civil service, to obtain permanent status and maintain your position.
Provisional Qualifications:
If there is not a valid eligible list, candidates who meet the following promotion qualifications may be qualified for a provisional appointment, candidates must have one year of permanent competitive or 55-b/55-c service as either:

A. Human Resources Specialist 1 (Labor Relations), Human Resources Specialist Trainee 2 (Labor Relations), or Human Resources Specialist Trainee 1 (Labor Relations);
OR

B. Human Resources Specialist 1, Human Resources Specialist Trainee 2, or Human Resources Specialist Trainee 1.

If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.

Non-Competitive Promotion: If three or fewer interested promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title
