Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 3 (Programming).
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-21 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Duties Description The New York State Education Department’s Office of Information Technology Services is seeking an applicant for the position of Information Technology Specialist (ITS) 3 (Programming). Under the supervision of an ITS 4 (Programming), the incumbent of this position will support TEACH. Duties of this position will include but not be limited to:
• Plan, document, and oversee the implementation of new features and functionality for business-critical applications within ITS through the entire scope of the Software Development Life Cycle;
• Manage the technical intake and tracking of improvements, requested features, and bugs for the assigned applications over a variety of programming languages including Java, JavaScript, and SQL;
• Demonstrate the ability to diagnose and implement complex business solutions using development skills in Java, JavaScript and/or SQL;
• Collaborate with program office and IT staff to determine, understand, and implement business requirements for complex web applications;
• Ensure all code has written integration and unit tests and is tested thoroughly prior to deployment;
• Ensure all code written by developers and/or subordinates goes through peer review via pull requests using Git;
• Ensure applications and subordinates are using the appropriate tools for application development, including Git, JIRA, Confluence documentation, and continuous delivery as defined by the Enterprise Architecture Committee;
• Develop technical, supervisory, and leadership skills for self and subordinates;
Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a contingent permanent, competitive appointment or a contingent permanent non-competitive appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.
This position leads to a maximum salary of $103,350 based on annual performance advances.
