Minimum Qualifications Provisional Qualifications: Bachelor's degree and one year of purchasing experience.

Minimum qualifications: Current New York State employee with one year or more of permanent or contingent/permanent service as an Assistant Purchasing Agent, Grade-14; or one year or more of permanent or contingent/permanent service in a title eligible for transfer under Section 70.1 of the Civil Service Law. Such titles include but are not limited to: Business Services Center Representative 2.

Duties Description Duties include but are not limited to:
• Review purchase requisitions to ensure conformance with appropriate rules, regulation and policies and appropriateness within agency budget plan.
• Determine the types of commodities and services available in the marketplace.
• Prepare detailed specifications and complex bid proposals used for soliciting bids.
• Liaison with vendors and program administrators to describe the commodities and services required and advise in the development and revision of specifications.
• Review procurement records and related documents to ensure accuracy, completeness and all mandatory requirements have been met.
