Minimum Qualifications Twelve years of professional level work experience, three of which must have included managerial, decision-making, and/or oversight of a major health-related program or in the direction of a major administrative function of a large health-related organization. A bachelor’s degree may substitute for four years of the general professional experience.
Preferred Qualifications: Excellent facilitation, leadership, teambuilding, decision-making, conflict resolution, public speaking, and communication skills are essential to this position as the incumbent will be required to interact with State Executive staff, industry representatives, policy makers, and the public. Experience in Medicaid Health Homes, Medicaid and/or health care and/or special population policy is preferred, as is a master’s degree in Health Care Policy, Public Policy, Public Administration, Health Services Administration or a closely related field with experience involving analytical and quantitative work in health and special population policy development and analysis, health economics, and/or health care financing.
Duties Description The incumbent of this position will serve as the Director of Special Population Policy and Programming. In this role the incumbent will be designated as a Deputy Director in the Division of Program Development and Management. The selected candidate will be responsible for oversight and management of multi-faceted, long term projects related to the implementation, operation, and expansion of various initiatives related to behavioral health, substance use disorder, developmental disabilities and other special populations. Duties include: providing oversight and management for a team of approximately 35 on-site state and contractor staff; monitoring and developing performance based metrics related to Health Homes including the use of the Medicaid Analytics Performance Portal (MAPP) to performance manage Health Homes and plans; interfacing with the Center for Medicaid and Medicare Services (CMS); serving as the primary liaison between the Office of Children and Family Services, the Office of Mental Health, the Office of Alcoholism and Substance Abuse Services, and the State Education Department; and other provider and member associations representing these special populations
