Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as Associate in School Business Management.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service as an Associate in School Financial Aid.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a non-permanent provisional appointment may be considered. For non-permanent provisional appointment, candidates must have one year of permanent competitive or 55b/c service as an Assistant in School Business Management or Assistant in School Financial Aid OR candidates must have a master’s degree AND five years of professional level experience in elementary, middle or secondary education or in an educational oversight agency. Three years of this experience must have been in educational administration with major responsibility for education finance, education finance research or fiscal management.

PREFERRED QUALIFICATIONS:

Preference may be given to candidates who have:
• Superior written communication skills,
• Supervisory experience; and
• Experience reading and interpreting legislation.

NOTE: An open competitive examination for this title is tentatively announced for a January 2019 exam administration. Provisional candidates must take this examination and be reachable on the resulting eligible list to maintain employment.

Duties Description The New York State Education Department’s (NYSED) Office of Education Finance is seeking applicants for an Associate in School Business Management position in the State Aid Office. The State Aid Office is responsible for the calculation, payment, verification, and projection of over $25 billion in State Aid distributed annually to school districts and BOCES in support of public elementary and secondary education in New York State. Data that support these activities is currently collected from over 700 school districts and 37 BOCES via the State Aid Management System (SAMS), a custom web-based software system. Data from other State agencies and other offices within NYSED is also collected, analyzed, and used to calculate and project State Aid. Under the direct supervision of the Chief, Bureau of State Aid, the incumbent will oversee all State Aid Office functions associated with multiple State Aid programs. Duties of this position include, but are not limited to, the following:

• Manage and oversee the annual content modification and update of State Aid claim forms, edit parameters, and output reports pursuant to statutory changes and other driving factors;
• Serve as the primary liaison with State Aid Office Data Unit staff regarding implementation of aid program-related SAMS changes, preparation of field memos for web posting, and annual SAMS rollover;
• Manage and oversee the annual data collection and editing process during which over 2,800 claim forms are received from 700 districts and 37 BOCES;
• Manage and oversee the annual claim verification process during which risk management is used to identify, plan, and implement projects in several aid areas, including requesting detailed substantiating documentation from school districts and BOCES for already-submitted claims;
• Gain expertise about the statutes and regulations governing assigned program areas, major issues surrounding the aid areas, and the processes and tasks associated with each aid program;
• Review, develop, modify, implement, and maintain process documentation and schedules;
• Standardize operations and documentation across all program areas;
• Ensure cross-training of professional and clerical staff across assigned areas, to maximize available staff resources and mitigate risk;
• Oversee the provision of technical assistance to school districts, the public, consultants, other NYSED staff, and representatives of external agencies and organizations in assigned program areas;
• Draft aid program-related field memos, and review supervisees’ written communications for appropriateness and clarity;
• Provide information, advice, and analysis to the Chief, Bureau of State Aid and other NYSED staff on State Aid issues, problems, and proposals; and
• Identify, define, and advocate for opportunities to increase the efficiency of office procedures and practices, and enhance progress toward the mission and goals of the State Aid Office.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or non-permanent provisional appointment. Promotions and transfers may change appointee’s negotiating unit.
