Minimum Qualifications • Bachelor’s degree and eight or more years of management experience designing and developing software systems OR fifteen years of experience designing and developing software systems

Duties Description Reporting to the IES Project Director, the IES Technical Deputy Director will oversee and provide technical advice, guidance and support for the IES Program. The incumbent will direct the establishment of functional and non-functional architecture, as well as technical specifications for IES Programs and oversee application development, integration, and technical testing. Duties include, but are not limited to:

• Oversee the development of technical architecture;
• Oversee system development management accountability through the System Development Life Cycle (SDLC) applications;
• Oversee establishment and implementation of systems ensuring adherence to standards required by all IES components (children’s health insurance, food stamps, child care, etc.);
• Direct system design and development activities, ensuring adherence to functional and technical requirements;
• Develop test plan, including robust parallel testing strategy;
• Oversee execution of all phases of testing except functional and user acceptance testing;
• Manage IES Program security standards, ensuring compliance with federal and State requirements;
• Collaboration with ITS technical and operational leadership to ensure alignment on related standards and technical strategy;
• Provide recommendations to the Director of IES and ITS Executive, and assist with special assignments, as required.
• Coordination with stakeholders and State Executives;
• Perform full range of supervisory responsibilities.
