Minimum Qualifications Bachelor’s degree in public health, epidemiology, biology, mathematics, statistics, biostatistics, social sciences, or a related field and five years of professional post-degree research experience in that field; or, a Master’s degree in one of the above fields and four years of such experience; or a Doctorate in one of the above fields and two years of such experience.

Experience or coursework in statistics, mathematics, epidemiology, or public health. Professional experience with surveillance, research and/or evaluation studies or projects including: data collection and analysis, database management, research analysis and interpretation, and presentation. Experience performing epidemiological research and analyses with public health or health data maintained in large complex data systems such as Vital Records, SPARCS, and others. Effective organizational and interpersonal skills and competencies in teamwork and collaborative research with analytical, critical thinking and scientific writing skills. High level of proficiency in SAS programming (especially joining and analyzing large datasets, SQL programming, Access, Excel, PowerPoint and Microsoft Word. Experience with Geographical Information System (GIS) software.

Duties Description The Research Scientist 4 (RS4) will provide support to the Division by overseeing data management, analysis, and interpretation of data for the Maternal Mortality initiative a comprehensive review of all maternal deaths in NYS. This includes developing hypotheses and data models examining and assessing data sources including but not limited to, matching birth, death and SPARCS data to identify maternal mortality and morbidity; overseeing public health surveillance designing and performing data matching and/or queries using SAS to assist in the response to analytical queries needed to address this public health priority; oversight and management of the data system developing analyses, reports and presentations for the Department’s Maternal Mortality Review Board development, modification, and refinement of a research program; development of grant proposals in the capacity of principle investigator or co-investigator; collaborating with other Department units to further the science of improving birth outcomes; contributing to the evidence-base for improving policy and practice to prevent poor birth outcomes through presentations at scientific meetings and publications of original research in peer-reviewed journals; and, providing supervision to lower level Research Scientists and other professional staff, and oversight, direction and mentorship of other staff to accomplish maternal mortality efforts.

Additional Comments Permanent, full-time, non-competitive appointment. Travel, including travel to areas which may not be served by public transportation, may be required.
