Minimum Qualifications Current State Employees:
One year of permanent service in an affirmative action, minority business, employment compliance, human resources, or training position allocated at or above a Salary Grade 18.
Minimum Qualifications Required for Appointment:
Seven years of experience required in equal employment opportunity, human rights, or affirmative action. Qualifying experience includes working with community service organizations concerned with affirmative action, equal employment opportunity, civil rights, diversity management, minority business development, or similar programs; recruiting, training, and upgrading the educational and job qualifications of protected class members; or working in human resources in areas directly related to affirmative action.
Substitutions: A Juris Doctor or Master’s Degree may substitute for five years of the described experience; a Bachelor’s Degree for four years; or an Associate’s Degree for two years.
Duties Description Under the direction of the Diversity and Equal Employment Officer, the incumbent will assist with the development, implementation, supervision, and monitoring of affirmative action/diversity management and equal employment opportunity programs in the New York State Office of General Services (OGS) and its hosted agency partners. The incumbent will identify and analyze workforce data on the representation of protected class employees; investigate and resolve internal and external allegations of discrimination; evaluate and interpret existing and revised laws, rules, regulations, and polices to ensure that the agency’s program complies with them; review and analyze requests for reasonable and religious accommodations; Conduct training on workforce diversity, preventing allegations of sexual harassment and discrimination, providing reasonable accommodations and facilitating new employee orientation training for those employees entering the OGS and hosted agency workforces. Supervise staff. Perform various duties and special projects as assigned. The Diversity and Equal Employment Office works in partnership with OGS’ Division of Human Resources Management in agency recruitment, examination planning, training, career opportunities and community partnerships. Travel is required.
