Minimum Qualifications • Bachelor degree in computer science or a related field.

• Seven years of technical experience on technical implementation projects or supporting
technical maintenance on applications and systems, including one year of supervisory experience.

• At least three years of experience must have included management of technical resources or vendors.

• Experience with System Development Life Cycle (SDLC) toolsets such as requirements management tools, Integrated Development Environment (IDE), defect management tools, etc.

• Experience performing system testing across the SDLC.

• Specialized Experience: 7 years managing and supervising a large, multi-person, multi-system portfolio of related applications.

• An associate’s degree may substitute for one year of experience; a bachelor’s degree for two years; fifteen credit hours in computer science at the undergraduate level may also substitute for an additional year of experience. A master’s degree in computer science for an additional year; a doctorate in computer science for two additional years beyond the bachelor’s degree.


Preferred skills
• Eight years of technical experience on technical implementation projects or supporting technical maintenance on applications and systems.

• Three years’ experience with Component based Scalable Logical Architecture (CSLA) Framework.

• Experience with the Juvenile Justice process and regulations.

• Experience in New York State and/or New York City government.

Duties Description This new position will report to a Director of Information Technology Services 1, M4, within the Human Services Cluster, Business Solutions, OCFS At Large Applications in Rensselaer NY. The incumbent of this position will manage the Juvenile Detention Automated System and Juvenile Justice Information System (JDAS/JJIS), a large technical unit of multiple projects within OCFS Business Solutions. The Juvenile Justice systems unit is comprised of 23 professionals; primarily developers and business analysts. This position will be responsible for the full range of project management and oversight activities, as well as all the administrative functions associated with a large, diverse technical staff. Specific duties include, but are not limited to:
• Manage several simultaneous projects in the JDAS/JJIS area;
• Provide strategic and tactical management, administration and leadership throughout all project teams.
• Manage project plans within the agreed tolerances of time/budget;
• Coordinate multi-disciplinary project teams to deliver technology projects of varying size and complexity;
• Coordinate Raising the Age (RTA) related automated systems work between all ITS teams working with OCFS Division of Juvenile Justice and Opportunities for Youth (DJJOY), including child welfare, and financial systems within OCFS and Office of Temporary and Disability Assistance (OTDA);
• Coordinate RTA automated systems communication between OCFS/DJJOY, Finance, Child Welfare, Legal, OTDA, and ITS (OCFS Business Solutions, OTDA Business Solutions, Cluster Project Management Office), as well as working with the state agencies to communicate with local district/county offices and users
• Ensure that new systems are built in a way that best establishes the functional requirements are met while also ensuring that current and future service qualities (performance, scalability, extensibility etc.) are achievable;
• Formulate strategic plans for component development to sustain future project objectives.
