Minimum Qualifications Education Level required:
Bachelor’s Degree in Finance, Economics or Accounting and a Master’s Degree in a related field.
Relevant experience required: 12+ years of progressive experience in cash management, investment management, debt issuance, debt management, and municipal finance and a proven track record of developing and/or managing state-of-the-art Treasury operations. Experience as a public or private sector Treasurer a plus. Experience must also include significant management of staff.
Knowledge required: Outstanding analytical skills, excellent written and oral communication skills, thorough understanding of capital markets, municipal finance and treasury operations.

Duties Description BASIC FUNCTION:
Responsible for managing treasury operations, including cash management, investments, debt issuance and debt management.

WORK PERFORMED:
•Oversee daily ESD Treasury operations to ensure the timely bank balance reporting, efficient cash transfers and adequate liquidity to fund all required company disbursements;
•Implement various cash management tools and procedures to minimize financial risks and to protect the corporation’s assets;
•Manage ESD’s $2.4 billion investment portfolio, following ESD’s Investment Guidelines to preserve capital and required liquidity;
•Manage ESD’s $12.4 billion debt portfolio, ensuring that all of ESD’s debt related payments are made on time and in compliance with its debt obligations;
•Issue New York State-supported bonds and coordinate debt issue compliance and authorization by various State entities, including the Public Authorities Control Board, the Bond Financing Committee, Division of Budget, Loans and Grants, and work with various underwriters, investment bankers, bond counsel, trustee, and the State Comptroller’s Office;
•Structure bond issues, negotiate pricing, coordinate related debt management and investment activities; and
•Manage relationships with commercial banks, investment banks, rating agencies, the State Division of Budget, the State Comptroller’s Office and other State Agencies.
