Minimum Qualifications EDUCATION:
Admitted to the New York State Bar and have a minimum of 5 years of experience.

Duties Description Procurement and Contracting:
Provide legal services to OSC and its related entities (New York State and Local Retirement System, NYS Common Retirement Fund and NYS Local Government Assistance Corporation) on the competitive and non-competitive procurement of commodities, professional services and technology. Advise and supervise provision of advice regarding:
• Review and revision of solicitation documents (e.g., IFBs, RFPs, RFIs, etc.);
• Contract drafting, negotiation and contract management issues;
• Vendor conferences and/or roundtables; and
• Procurement processes.

Specific knowledge of and familiarity with sophisticated information technology procurements and contracting. Specific knowledge of and familiarity with state and federal statutes and regulations affecting procurements and contracting. Specific knowledge of and familiarity with contracting trends related to cybersecurity and data protection.

Data Governance:
Provide legal services to OSC and its related entities (New York State and Local Retirement System, NYS Common Retirement Fund and NYS Local Government Assistance Corporation) on data governance concerns.

Specific knowledge of and familiarity with legal issues related to data governance, data protection, and cybersecurity.

Specific knowledge of and familiarity with legal issues related to data governance, data protection, and cybersecurity.

Additional Comments PREFERRED QUALIFICATIONS:

• Excellent written and oral communication skills, including tact, discretion and judgment as this position will require strong partnerships across the agency.
• Strong analytical and problem-solving skills.
• Substantial expertise in New York State procurement and contracting.
• In-depth experience in IT procurement and contracting (including IT systems, cloud services, software and maintenance and be familiar with state and federal statutes/regulations/contracting trends related to cybersecurity and data protection.
• Experience with data governance and the development of risk mitigation strategies.
