Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position.

The minimum requirements for taking the examination are: New York State Professional Engineer’s License with current registration.

Preferred Qualifications: One year of professional engineering experience with transportation projects related to highways/roadways, bridges, airports, waterways, or traffic management and safety systems

Promotional: 1 year of permanent competitive service as an Assistant Engineer (Civil/Transportation) and a valid New York State Professional Engineer’s License with current registration.

Under the New York State Education Department guidelines, all professional engineers must practice only in their area(s) of competency or they may be subject to disciplinary action.

Duties Description The incumbents for these positions will apply their knowledge of the mathematical, physical, and engineering sciences in the specialty areas of Civil/Transportation. They provide the full range of professional engineering services including consultation, evaluation, planning, design, engineering surveys, or project oversight in order to ensure work conforms to accepted engineering standards. They may supervise and evaluate the work of subordinate engineers and technicians in projects such as the extension, alteration and maintenance of roads and large structures including major roads, environmental remediation systems, and bridges.
Under the general direction of higher level staff, the incumbents for these positions may independently apply engineering knowledge and offer a variety of consultative or evaluative services in various stages of an engineering project, from the design phase of planned projects through completion. They typically indicate by their seal on project plans that work conforms to accepted engineering standards and/or review and comment on an engineering submittal whereby the comment or approval letter must be under the signature of a licensed professional engineer. They may supervise subordinate technical, engineering, administrative or support staff as required. Duties and tasks may include but are not limited to the following:
• Performs professional engineering duties related to projects concerned with new or rehabilitated roads, bridges, railroads, airport structures, materials, waterways and roads.
• Selects, from a wide variety of alternatives, the most efficient and effective plan of work.
• Responsibilities may include serving a role within the Incident Command System to support the Department’s response to regional and statewide emergency situations.
