Minimum Qualifications *** Provisional appointment - the incumbent must take and pass a Civil Service examination for this position and be reachable; i.e., be one of the top three (3) candidates on the resulting eligible list willing to accept the position.

Either 1. five years of technical experience in the fields of mapping or digital photogrammetry;*

Or 2. a bachelor’s degree in cartography, civil engineering, computer science, engineering technology, forestry, geography, Geographic Information Systems (GIS), geology, landscape architecture, photogrammetry, planning or surveying, including or supplemented by 18 semester credit hours in cartography, LiDAR, Geographic Information Systems (GIS), surveying, and/or photogrammetry;** AND one year of technical experience as described above.*

*Use of GIS or CAD tools to produce high accuracy base maps through digitizing and other data entry methods, in accordance with industry-accepted and well documented base mapping specifications and procedures, which may form the foundation of GIS user applications will be considered mapping experience (or photogrammetric experience if applicable). Experience limited to CAD use or GIS user production of thematic overlays to such base maps or to generate system-produced GIS maps will NOT be considered as appropriate experience.

Duties Description • Create high accuracy base maps which include trail maps, facility site maps, topographic maps and infrastructure maps. Develops map standards and creates templates based on those standards. Ensures that they are comprehensive, easy to use and cartographically sound. Trains technical staff how to use standards.
• Cartographic production of custom maps for OPRHP planning, executive, legal, real property, environmental management, health and safety, concessions, grants and capital construction programs. Work with other Albany Office bureaus and regional staff to develop new products and processes to suit their business process. Develop maps, standards and templates for Agency use.
• Data Management: Develop and maintain databases used for cartographic functions:
o Collects GPS data on state park trails, roads, assets, utilities and infrastructure, making site visits using GPS equipment. Records GPS data collected on assigned locations or objects and enters information into the OPRHP GIS database.
o Updates information in databases regarding park boundaries, playground locations, historic buildings, and easements on state park property, etc. on a continuous basis and as data is developed or received from field staff or other agency’s databases.
o Coordinates data that is developed, collected, and maintained in the region for inclusion in centralized statewide database.
o Develops standards for data collection, data maintenance and metadata.
o Develops new datasets, reviews data collected by other staff, ensures documentation meets standards, and improves existing data.

• Training/Project Management/Technical support
o Project management – Manage the GPS data collection efforts by the GISB. Review data collected by lower level technicians, incorporate in to master database and keep existing information up to date. Keep an up to date inventory of data collected and manage assignment of field data collection projects.
o Training - Train OPRHP staff in the use of GPS equipment and best practices for use of GPS equipment and data gathered using the GPS units. Train OPRHP staff in use of GIS software.
o Technical support – Research problems with GPS equipment and GIS software. Answer questions of Albany Office and field staff on use of GPS equipment and GIS software. Troubleshoot GPS equipment and GIS software technological problems.
o Maintains inventory of GPS equipment and laptops. Ensures hardware has required software updates.


Conduct Geographic Information Systems (GIS) data analysis such as 3D, site suitability, and viewshed analysis. Develop tools to automate routine GIS workflows and processes.

Additional Comments This position requires a substantial amount of field work. The selected candidate will be in travel status (both day trips and overnight stays) approximately 20% to 25% of the time.
