Minimum Qualifications Provisional: Bachelor’s degree and three years of experience administering or analyzing disability, aging, health, or social services programs for older adults or in the development, delivery or monitoring of long term services and supports (LTSS). OR Seven years of experience administering or analyzing disability, aging, health, or social services programs for older adults, three years of which must have been in the development, delivery, or monitoring of LTSS.

Preferred Qualifications:
Knowledge of NYS Medicaid as well as Medicare and other public health related services relevant to managed long term care and home and community based programs; excellent written and oral skills; and experience in Microsoft Office suite.

Duties Description The incumbent of this position will be responsible for assisting with the development and implementation of new initiatives and policies for the Division of Long Term Care. The candidate will: provide in-depth analysis to the Director and senior staff on state and federal budgets, legislation and regulations, pertaining to community based long term care services and Medicaid services under Fee-for-Service and Medicaid Managed Care; identify policy gaps and best practices for statewide long term care, initiatives and develop policy briefs and recommendations for alternative solutions; will be a liaison for the Bureau and stakeholders, constituents, and many other state agencies and government officials at the local, state and federal level for community based initiatives; review federal regulations to determine the impact on costs, services and quality for community based initiatives; implement strategies addressed in public health reports, policies and guidance documents; monitor community based services such as Adult Day Health Care offered under both MLTC and Fee-for-Service Medicaid; draft Request for Proposals and Request for Applications for state funding initiatives for the Division of Long Term Care as needed; supervise state and contract staff and determine their assignments and priorities; and all other duties as deemed necessary in response to the changing needs of OHIP.
