Minimum Qualifications Provisional: Bachelor’s degree and three years of experience administering or analyzing disability, aging, health, or social services programs for older adults or in the development, delivery or monitoring of long term services and supports (LTSS). OR Seven years of experience administering or analyzing disability, aging, health, or social services programs for older adults, three years of which must have been in the development, delivery, or monitoring of LTSS.

Preferred Qualifications:
Knowledge of NYS Medicaid as well as Medicare and other public health related services relevant to managed long term care and home and community based programs; excellent written and oral skills; experience in Microsoft Office suite; strong knowledge base of managed long term care, home health and the New York State Medicaid preferred with knowledge of the following health systems: PNDS, eMEDNY, WMS, Salient and HCS.

Duties Description Working in the Office of Health Insurance Programs, Division of Long Term Care, the incumbent of this position will assist in the continued expansion of the managed long-term care program as an integral part of the MRT initiative and will support the development, promulgation and application of state policy and monitoring guidelines. Additional duties include: research and gather data for projects related to health policy, state and federal regulations; provide technical assistance on Medicaid enrollment; draft MLTC policies related to Medicaid Encounter Data System (MEDS); analyze data submissions and provide assistance for accurate reporting; recommend and draft Statements of Deficiencies; perform utilization reviews; conduct health plan surveys and gathering managed long term care networks and encounter data; provide oversight of existing programs; and supervise professional and support staff.
