Minimum Qualifications G-18 – Bachelor’s degree in public health, epidemiology, mathematics, statistics, social sciences, engineering or a related field and two years of professional research experience in the appropriate field OR a Master’s degree in one of the above fields and one year of professional research experience in the appropriate field.

G-22 - Bachelor’s degree in public health, epidemiology, mathematics, statistics, social sciences, engineering or a related field and three years of professional research experience in the appropriate field; OR a Master’s degree in one of the above fields and two years of professional research experience in the appropriate field; or a doctorate in the appropriate field.

Preferred Qualifications:
Work experience in statistics, mathematics, epidemiology, health economics, health administration, health informatics or health services research. Experience performing research and analyses with large administrative and/or clinical databases and presenting findings to wide audiences. Intermediate or better proficiency in SAS or SQL programming, Excel, PowerPoint, and Word; experience with R and Tableau is a plus. Excellent organizational and communication skills.

Duties Description The Research Scientist 1/2 will work within the Division of Information and Statistics as part of the team providing analytical support and leadership for the NYS All Payer Database (APD). The incumbent will manipulate data from multiple sources covering all payers across all health care service types and assist higher level Research Scientists with all phases of APD-related research and evaluation. Duties will include, but are not limited to: literature review and assistance with study planning; data manipulation and management; statistical analysis, interpretation and reporting of findings to internal and external stakeholder groups; develop statistical programs, routines, or macros to abstract, cleanse and collapse data from large administrative data sources available to the Department; employ statistical programming and visualization techniques for determining health care utilization trends and chronic/acute disease burden in the NYS population, evaluate health care delivery quality and efficiency, and conduct other patient, population, provider and payer-centric research to inform policy decisions, public health practice, and health care consumers. The incumbent will collaborate with other research staff in the Office of Quality and Patient Safety, and present findings as written and oral reports in internal and external meetings, as well as possible manuscript publication.

If appointed as a Research Scientist 1, the incumbent will perform these duties under general supervision; if appointed at a Research Scientist 2 level, the incumbent will be expected to perform these duties with a considerable degree of independence.
