Minimum Qualifications PROVISIONAL: Nine years of specialized professional experience working for an organization whose primary function is one or more of the following: oversight of or provision of health care services; analysis of the provision of health care services; health care financing or data analysis; health care quality assurance and/or interpretation; and/or application of standards of health care. Two years of the experience must have been at the supervisory level. Substitutions: an Associate’s degree may be substituted for two years of the specialized experience; a Bachelor’s degree may be substituted for four years of the specialized experience; and a Master’s degree may be substituted for an additional year. Education may not substitute for the supervisory requirement.
Preferred Qualifications:
Knowledge of NYS Medicaid program in both fee-for-service and managed care environments. An understanding of Medicaid pharmacy rebates and the methodologies utilized to calculate of upper payment limit (UPL) demonstrations for hospital, nursing home, clinic, and physician services. Finance knowledge that includes the Delivery System Reform Incentive Payment (DSRIP) program practices and pharmacy rebate related MRT initiatives. Additionally, knowledge in performing financial, statistical and database analysis and an understanding of eMedNY, the Medicaid Data Warehouse (MDW), Salient, Structured Query Language (SQL) and Microsoft Office applications. The Medicaid Redesign Analyst will have experience in health finance and budgeting as well as developing and implementing financing strategies that incorporate DSRIP and Medicaid Redesign Team (MRT) related initiatives.
Duties Description The incumbent of this position will manage and oversee professional staff engaged in the development, implementation, management, oversight, and/or monitoring of MRT and DSRIP programs within the Division of Finance and Rate Setting, including but not limited to project management, development of programmatic and financial policies and procedures related to streamlining and improving access to health care services and supports and the administration of the Medicaid program. Specific duties include management of the unit responsible for the Medicaid Drug Cap and collection of pharmacy rebates, and the conversion of UPLs to DSRIP performance payments.
