Minimum Qualifications •Knowledge and understanding of building mechanical systems (e.g. HVAC, lighting, access controls, etc.).

• Proficiency with Desktop performance tools (e.g. MS Office, etc.)

• Either:
A Bachelor’s degree in a field related to technology, engineering or administration with 2 years of experience in a position with administrative program responsibilities and 2 years of direct supervisory experience.
OR
An Associate’s degree in a field related to technology, engineering or administration and 3 years of experience in a position with administrative program responsibilities and 2 years of direct supervisory experience.
OR
5 years of experience in a position with administrative program responsibilities and 3 years of direct supervisory experience.

Examples of administrative program duties include direct involvement in such matters as developing and monitoring departmental budgets, setting and managing achievement of program/production goals, managing staff resources and workflow, overseeing process improvements, policy level decision making and coordinating staff training and development for one or more program areas of an organization.

Duties Description Primary duties of this position include:
• Oversight of the third party food service:
Ensures the vendor properly manages the cafeteria staff and the cafeteria is well maintained
Ensures the quality of food being prepared in the cafeteria and for System related events involving the use of the food service vendor
Ensures appropriate pricing of all food items
Ensures the cafeteria remains in compliance with all regulatory food service requirements

• Maintenance of the NYSTRS fleet of vehicles:
Ensures the vehicles are well maintained and safe for use
Maintains records of all warranties

• Coordinates the Systems business continuity program:
Ensures the organization’s business recovery plans are reviewed on a consistent schedule
Plans and directs all business continuity exercises and drills
Leads the Emergency Management Team discussions during regular meetings and when implementing changes to the business continuity plan
Works closely with the Business Continuity Officer in coordinating all related activities

• Oversight of Mail Room functionality
Ensures all incoming System mail is promptly distributed to supporting departments
Ensures all outgoing System mail is promptly delivered to the Post Office
Ensures all mail room functions are completed on a timely basis and with high quality

• Oversight of Outsourced Security Guard Function
Works closely with Security Guard provider to ensure appropriate staffing levels for security guards

• Oversight of all outside contractors.
Ensures all HVAC system preventive maintenance are completed and the systems are functioning properly
Ensures all life safety systems are tested, inspected and the certifications are up to date with the city of Albany
Ensures all elevators are tested, inspected and the certifications are up to date with the city of Albany
Ensures all emergency and conditioned power system preventive maintenance are completed and the systems are functioning properly

• Oversight for all construction projects for the Albany and Malta buildings including:
All renovations and maintenance projects
All new projects resulting in new construction of any kind on the premises
Works closely with NYSTRS general contractor, architect and third party engineers to ensure the buildings are safe and comfortable

• General oversight of department including:
Prepares and reviews the departmental budget
Oversight of all department staff, including mail room and maintenance staff
Authorizes the payment of all related invoices
Approves all related contracts
Ensures appropriate grounds maintenance
Ensures off hours work is completed as required
Ensures all mechanical systems, HVAC, security, lighting, access controls and automation software are running properly and are well maintained
Ensures all life safety systems are tested and functioning properly
