Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

If a viable eligible list does not exist, a provisional appointment may be made. If you are appointed provisionally, you will have to take and pass the next Civil Service examination for this title when it is administered. Employees appointed provisionally must be reachable on the resulting eligible list for that title or their employment in the position (may have hold item) will end.

The minimum requirements for taking the OPEN COMPETIVE examination are: Either 1. one year of experience in the field of occupational safety and health, fire safety and prevention, or building design relating to fire codes;
Or 2. 30 semester college credits in occupational safety and health, industrial safety, industrial hygiene, fire safety and prevention, or building design relating to fire codes. You must include with your application a list of qualifying courses, showing the name of each course, number of credits, the date(s) of course completion and the college or university where the education was received.

PROMOTIONAL examination are: Either 1. one year of experience in the field of occupational safety and health, fire safety and prevention, or building design relating to fire codes; Or 2. 30 semester college credits in occupational safety and health, industrial safety,industrial hygiene, fire safety and prevention, or building design relating to fire codes;Or 3. NYS Firefighter 1 certification.


† Experience limited to firefighting (paid or volunteer) is NOT qualifying.

Agency Safety and Health Representative 1 candidates who are appointed to positions in the Department of Transportation will be required to successfully complete two code courses as required by the New York State Department of State. Probationers who do not complete this coursework will be terminated for failure to successfully complete probation.


Duties Description Duties will include, but are not limited to:

Ensure Regional compliance with NYS Uniform Fire Prevention and Building Code. Conduct safety inspections of all regional facilities, prepare reports of findings and recommend corrective action;
Conduct safety training, assist with conducting safety meetings including but not limited to work zone traffic control, CPR/first aid, and Driver Improvement Program;
Collect, compile and analyze data regarding personal injuries, motor vehicle accidents, workers compensation, etc;
Coordinate safety recognition programs;
Update Regional Safety & Health website;
Assist in the administration of OSHA hearing and respirator protection programs. Visit Transportation Maintenance, other programs, and work zones with recommendations regarding maintenance and protection of employees in traffic;
The incumbent must obtain within one year and maintain a New York State Code Enforcement Officer’s certificate;
Perform a variety of related duties as required.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

This position will include travel throughout the Region and within the State. Specific requirements, if any, will be discussed at the time of interview. At the time of appointment, and continuously thereafter, candidates must be able to demonstrate their ability to meet the travel requirements of the position either by possession of a valid license to operate a motor vehicle in New York State or access to reliable transportation. Use of Personal Vehicle may be required for work related purposed. Reimbursement will be provided at the Federal Rate.
