Minimum Qualifications Bachelor’s degree and nine years of management experience in health insurance or employee benefits. Four years of this experience must include a senior management role in a large government organization overseeing employee benefits, or a corporate employee benefits or health insurance program that provides comprehensive coverage and where responsibilities entailed program design, implementation, and administration.

Duties Description Reporting to the Deputy Commissioner for Operations, the Director, Employee Benefits serves as the executive manager for various non-pension benefit plans available to State and local government employees valued in excess of $8 billion and covering over 1.2 million lives. These include: health, dental, vision, life, disability, paid family leave, long term care and workers’ compensation benefits. As such, the incumbent of this position provides leadership and direction to staff in the Employee Benefits Division, and managerial oversight for policy development and strategic direction for the New York State Health Insurance Program (NYSHIP). Functions associated with this include developing and implementing policies and related internal controls, and budget development, succession planning and staff development.
Responsibilities broadly include:
• Ensure compliance with legislative, regulatory, and the contractual requirements of the collective bargaining agreements between the State and unions representing State employees.
• Develop strategic initiatives intended to reduce program costs, increase quality and improve the administration of the various programs for which the Division is responsible.
• Develop and analyze legislative proposals related to employee benefits, including Civil Service, Health, and Insurance law.
• Provide policy advice to the executive team within the Department of Civil Service as well as other State executives.
• Present testimony on benefits issues before the legislature.
• Direct procurement, negotiation, administration, and monitoring of insurance and other contracts to provide the benefits available under the various plans.
• Develop premium requirements and financial management of the plans.
• Oversee enrollment, billing, accounting, and authorization of premium payments.
• Ensure that activities related to collection of the Medicare Part D retiree drug subsidy are completed in a timely and accurate manner.
• Manage provision of clear and timely Plan communications.
• Oversee provision of accurate and timely customer service.
• Direct the marketing of NYSHIP to local governments.
• Provide technical assistance in the administration of NYSHIP to participating local governments and public authorities.
• Participate in collective bargaining.
• Coordinate Department’s participation in health and benefits related interagency initiatives.
