Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position.

The minimum requirements for taking the Open Competitive examinations are:

Engineer Trainee, SG-18:

A bachelor’s degree in Civil Engineering; Civil Engineering Technology; Construction Engineering; Construction Engineering Technology; Construction Management Engineering Technology; Geotechnical Engineering; Hydraulics Engineering; Materials Engineering; Materials Science and Engineering; Metallurgical and Materials Engineering; Structural Engineering; Transportation Engineering or Transportation Planning and Engineering.

OR

Proof of successful completion of a National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering (FE) examination.

Preferred Qualifications:

If you are applying with proof of successful completion of the FE examination, preference will be given to applicants with one year of engineering experience with transportation projects related to highways/roadways, bridges, airports, waterways, or traffic management and safety systems.

NOTE: Individuals appointed as an Engineer Trainee are required to complete a minimum of one year of successful performance as an Engineer Trainee and pass the Fundamentals of Engineering (FE) exam. If you obtain your FE by the end of the first year you will advance to the title of Assistant Engineer Civil/Transportation, SG-20. If you do not obtain your FE by the end of the second year of the traineeship, you will be terminated from your position.

Assistant Engineer (Civil/Transportation), SG-20:

Proof of successful completion of a National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering (FE) examination.

AND/OR

One year of engineering experience with transportation projects related to highways/roadways, bridges, airports, waterways, or traffic management safety systems.

Duties Description Under the direction of a higher-level supervisor/manager, the candidate will perform engineering tasks related to the design and construction of highways, bridges, dams and other facilities.

Duties may include, but are not limited to:

• Performing geotechnical engineering and analysis for bridges, walls, embankments and landslides.
• Conducting laboratory tests on soil samples, as well as evaluating and analyzing test data.
• Conducting field inspections, evaluating project sites and construction progress.
• Conducting field tests using instrumentation equipment, and analyzing and applying the data.
• Providing technical expertise to the Department’s Design, Construction and Maintenance programs.
• Preparing correspondence or reports presenting recommendations to clients.
• Preparing specifications for construction procedures or materials requirements.
• Traveling occasionally statewide to perform above duties.
• Performing other duties, as required.

Responsibilities also may include participating within the Incident Command System to support the department’s response to regional and statewide emergency situations.
