Minimum Qualifications Minimum Qualifications
Bachelor's degree plus seven years relevant post-license experience, including four years supervisory experience or successful completion of designated supervisor training during probationary period. Must be licensed and registered in New York State as a Registered Architect and Certified as a Code Enforcement Official in New York State. Must possess a valid driver’s license. Knowledge of the design and construction of commercial, residential, educational and health care facilities. Experience managing or reviewing the design and construction of large, complex projects for conformance with New York State and New York City Building Codes.

Preferred Qualifications
Bachelor's degree in Architecture plus ten years relevant post-license experience, including four years experience supervising and evaluating professional staff. Must be licensed and registered in New York State as a Registered Architect and Certified as a Code Enforcement Official in New York State. Must possess a valid driver’s license. Management experience. Experience with Primavera Contract Management system. Experience with CAD and BIM. Experience in design or review of projects with a specific focus in health care, including reviews for compliance with the Life Safety Code. Experience with fire alarm, fire suppression and other life safety systems, including related NFPA standards. Experience with Fire Department of the City of New York (FDNY) requirements a plus.

Duties Description Primary Purpose
The Senior Architect - Code Compliance manages projects in the design phase for DASNY’s construction projects, facilitates review of permit-only projects for conformance with building codes, and coordinates construction permitting requirements, including application for construction permits, performance of construction inspections, acceptance testing and code compliance certificates.

Essential Functions
• Develop and maintain relationships with client representatives.
• Manage the project development during the pre-design and design phases of the project, including meeting with clients and consultants and providing assistance, and managing all aspects of consultant contracts including review and approval of consultant requests for payment, amendments, extensions of schedule and contract closeout.
• Manage the review of information submitted for a construction permit on permit-only projects to check that the proposed work is in conformance with the building code.
• Assign, manage, and prioritize workload and allocate work among downstate code compliance staff.
• Supervise, plan, organize, direct and coordinate Code Administrators and Senior Code Administrators in fulfilling DASNY’s permitting functions in the downstate region as required.
• Establish and implement goals for assigned projects and periodically review with the Director, Code Compliance and Senior Code Manager.
• Coordinate the work of the region with other groups within DASNY (project design and quality assurance architects and engineers, project management staff, etc.); DASNY consultants; third-party architects and engineers on permit-only projects; and other state agencies/entities and/or voluntary agencies.
• Develop, maintain and present staffing workload forecast reports to the Director, Code Compliance and Senior Code Manager.
• Function as a Code Compliance Manager as required, including issuing Construction Permits, Temporary Approvals for Occupancy and Code Compliance Certificates for projects ranging from small residential occupancies to large, complex projects with mixed occupancy types.
• Perform periodic site visits to projects under construction and monitor the quality and code conformance of design and construction work performed by Architects, Engineers, consultants, contractors and sub-contractors.
• Perform independent, in-depth investigations of specific issues or problems including Architectural analysis and recommendations.
• Select, manage and monitor consultant performance.
• Monitor unit fees and hours for specific projects.
• Consult with regulatory agencies regarding interpretations and applications.
• Review highly technical designs, plans, specifications, addenda and change orders.
• Review highly technical architectural/engineering/fire protection and life safety analysis reports and studies.
• Monitor design reviews, trip reports and feasibility reports. Resolve any issues identified in these reports.
• Assist in the preparation of internal design work and design modifications and seal construction documents of internal design work as required.
• Meet with and provide technical assistance and recommendations to unit staff, construction staff and client representatives.
• Coordinate with construction staff to resolve project and/or program issues.
• Assist in the resolution of technical disputes/differences as needed.
• Assist in the development, compilation and distribution of technical data.
• Monitor schedule for in-progress construction site visit/inspection activities, including final inspections and acceptance tests.
• Represent DASNY at conferences and public functions. Participate in outreach meetings with professional organizations.
• Communicate and provide guidance to staff with respect to policies, procedures, directives and priorities. Facilitate inter-unit communication.

Other Duties and Responsibilities
• Train and evaluate employees.
• Develop, document and implement policies and procedures.
• Assess, develop and implement internal controls, and oversee the review and testing of same.
• Undertake special assignments as directed.
• Must maintain regular attendance in accordance with DASNY attendance and leave policies.
• Must adhere to the NYS Information Security Policy Standards established and issued by the Office of Cyber Security and Critical Infrastructure Coordination. (Standards can be found on the Intranet).

Additional Comments Supervision
Supervision of employees is required.

Physical/Mental/Visual Demands
Weekly travel is required, ranging from one to three days depending on workload, using public transportation, DASNY vehicle, rental vehicle or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. Requires exposure to weather and temperature extremes, loud noises, heights (climbing ladders, scaffolding, etc.) and other work safety hazards (chemicals, fumes, etc.) of a construction site. Requires time-pressured decision-making. Must be able to work overtime or extended work hours as needed.

Work Environment
Official station is a standard office environment, including the use of one or more of the following: PC, printer, copier, electronic stapler/hole punch/date stamp, telephone, fax machine, shredder, scanner. Observation and testing is completed at construction sites, buildings and other facilities, where the use of construction-related observation and testing equipment is required.


**Position rates additional $5,054 annual location differential**
