Minimum Qualifications Five or more years of experience in Business Analysis/Quality Assurance. At least two years of experience must be in an environment with one or more of the following technologies:
• HR Application Lifecycle Management (ALM)/Quality Center (QC)
• Oracle Database, SQL, PL/SQL
• WebSphere Application and Portal Server
The following degrees, preferably in Computer Science, Business Administration or Criminal Justice, may substitute for the general experience as indicated:
• Associate’s degree and four years of experience
• Associate’s degree including 15 semester credit hours in computer science or related field and three years of experience
• Bachelor’s degree and three years of experience
• Bachelor’s degree including 15 semester credit hours in computer science or related field and two years of experience
• Master’s degree in computer science or related field substitutes for an additional year of experience
• Doctorate in computer science or related field substitutes for an additional two years of experience
Preferred Qualifications:
• Experience implementing Business Analysis and Quality Assurance best practices and principles.
• Excellent written and verbal communication skills with diverse groups.
• Strong analytical, problem-solving and conceptual skills.
• Ability to work in a cross-functional team environment (matrix organization).
• Experience in translating technical information into easily understood information.
Duties Description Under the direction of an Information Technology Specialist 4, SG25 within the Business Solutions Law Enforcement Bureau, and functioning within the Business Analysis and Quality Assurance (BAQA) Unit of the Public Safety Cluster (PSC), the Project Assistant will be responsible for conducting and overseeing activities related to the ongoing support of the critical systems and applications supported by the PSC, specifically NYS Intelligence Center (NYSIC). These applications include New York State Police (NYSP) Trooper Applicant Processing, which allows streamlining of the current Trooper Exam Application Process, and Projects for License Plate Readers (LPR). The Project Assistant will function as a Business Analysis/Quality Assurance resource, splitting time between these two projects, with responsibility for gathering and documenting business requirements from project stakeholders, documenting as-is and to-be processes, developing and executing functional test cases, and working with the project team to complete performance testing, and other tasks as necessary.
Additional duties include, but are not limited to, the following:
• Develop and maintain functional test plans, User Acceptance Testing plans, performance test plans, and test scripts;
• Provide assistance to Customer Service, Customer Contact Center, and users to resolve incidents in a timely fashion;
• Participate in meetings with Subject Matter Experts, development teams, and users as needed to gather knowledge and document requirements following current Business Analysis/Quality Assurance standards;
• Review requirements with development staff to ensure understanding of the project/support work goals;
• Collaborate with business users in the development of a schedule to review final requirements and obtain sign-off;
• Ensure requirement documents clearly convey the system/business flows and provide all requirements including audit needs based on audit standards and reporting needs as required;
• Develop functional test plans and test scripts following the standard using HP Application Lifecycle Management and create performance test plans following the standard documentation;
• Work with the architecture and performance team on creating and executing performance test scripts;
• Create user acceptance testing documentation detailing goals of the User Acceptance Testing sessions;
• Coordinate user acceptance testing;
• Manage IT Service Management (ITSM) tickets and ensure timely acceptance, updates, and closures are made;
• Provide day-to-day support of additional NYSP hosted systems and applications as needed.
