Minimum Qualifications Six or more years of combined experience in Business Analysis, Project Management, and Quality Assurance testing, preferably for local, state, or federal government initiatives.
The following degrees, preferably in Computer Science or Project Management, may substitute for the general experience as indicated:
• Associate’s degree and five years of experience
• Associate’s degree including 15 semester credit hours in computer science or related field and four years of experience
• Bachelor’s degree and four years of experience
• Bachelor’s degree including 15 semester credit hours in computer science or related field and three years of experience
• Master’s degree in computer science or related field substitutes for an additional year of experience
• Doctorate in computer science or related field substitutes for an additional two years of experience
Preferred Qualifications:
In addition to the technical background, the ideal candidate will have to ability to work both independently and within a team, to communicate effectively with both technical & non-technical resources and stakeholders, and to analyze, design, and deliver rapid solutions.
Duties Description Under the direction of the NY-Alert Program Manager of the Public Safety Cluster (PSC), the Project Coordinator will be responsible for the further strategic planning and development of the NY-Alert Program, which is transitioning from a Public Safety notification system to a mass notification system with multiple categories, sources, and recipients. It is anticipated that the public citizens subscribed to receive alerts will increase from six million to twenty million in the next several years. This position will be responsible for overseeing the program’s transition from the current, outdated platform to a new platform that will use the latest technology with additional service offerings. The incumbent will market the program to expand the program to expand the use of the new notification system, and establish MOU’s with existing and future organizations who utilize the NY-Alert program to send notifications.
Additionally, due to the extensive damage caused by Hurricane Sandy and the financial implications to the citizens of New York State, the Governor introduced an initiative to execute a New York State Disaster Recovery Action Plan. Part of the plan included a disaster recovery management tool, which was identified as MB3's EMGrants Pro system. This software application has the functionality to manage the end-to-end grant process from application to completion of work. The Project Coordinator will introduce technology to the support of new business processes, and more effectively coordinate the tracking and management of grant applications and funding associated with the disaster recovery program in New York State. The Division of Homeland Security and Emergency Services (DHSES) oversaw the build of NY Recovers, and ITS now has maintenance and support of the NY Recovers system.
