Minimum Qualifications Open Competitive: three years’ professional experience in planning, developing, implementing, or enforcing a human rights or civil rights program; investigating human rights or civil rights complaints; or experience as a human resources management practitioner, which must have included conducting discrimination or labor relations investigations. Substitutions: a bachelor’s degree may substitute for one year of the required professional experience; a master’s degree in criminal justice, human resources management, business administration, or public administration may substitute for two years of the required professional experience; and a law degree (JD of LLB) may substitute for three years of the required professional experience.

The selected candidate will be tested for proficiency in Spanish, and must pass at Level 3 proficiency to be considered for appointment.

Applicant selected for provisional appointment must be successful on the future upcoming examination, and score high enough to be reachable for permanent appointment to the position from the resulting eligible list.

Duties Description As a Human Rights Specialist 1 (Spanish Language), incumbent would perform a variety of field and office activities involved in carrying out anti-discrimination programs and promoting good community inter-group relationships designed to eliminate tension, conflict and hostility between various social, racial, ethnic and religious groups. Incumbent would be responsible for informing complainants, respondents and witnesses of their rights and responsibilities under the New York State Human Rights Law; inform complainants, respondents, and witnesses of their rights and responsibilities under the Human Rights Law; develop investigative plans, conduct investigations, prepare investigative reports, and make recommendations on final determinations of cases; interview complainants, preparing formal complaints for notarization and signature, and serving complaints; determine strategy, tactics, and applicable case law with relevant supervisors; contact complainants, respondents, witnesses, and other parties to obtain facts to support or refute allegations, and conducting two party conferences and/or making site visits; examine employment records, directories, credit ratings, correspondence, and other documentation relevant to investigations, and maintaining documentation of the process in the Case Management System (CMS); engage parties of a complaint in mediation or conciliation; analyze information gathered by investigation and preparing comprehensive reports of findings and recommendations; document cases in the computer system; and assist in the development, analysis, implementation, and evaluation of both short and long range program objectives; respond to requests for assistance from NYS Human Rights Advisory Councils, local human rights agencies, community groups, and potential respondents; develop internship programs and supervise interns; promote community relations among diverse groups of individuals; including working with advisory councils, local outreach agencies, and other groups to provide technical assistance or training on the Human Rights Law, and address community groups, organizations, and workshops to foster positive community relationships; may serve as front line troubleshooter and liaison for the Division's case tracking system.

Additional Comments Downstate employees receive an additional $3,026 in location pay annually.
